Morgenthau Reiterates Urgent
Needs of Immigrants in Israel

Consistory of Bulgaria h a s
In the early part of this year, I received a cable from turned over to the city of Sofia
Prime Minister David Ben Gurion inviting me to -meet with a rehabilitation and rest center
him in Israel to discuss important economic and financial for children and youths which
is situated in the city's suburbs.
matters.

When I arrived in Israel, there were a number of ques-
tions in my mind. I wanted to know about the immigrant

camps. I wanted to know what
was being done to get the new-
- comers out of the misery of a
bitter winter with too much
rain and too much cold. What
was the economic picture? What
were the problems regarding fu-
ture immigration? I was very
much interested in the security
position and the possible threats
of another war with the Arabs.
I also wanted to see Tal Scha-
char, the settlement in the Jeru-
salem Corridor that was estab-
lished in my name during my
first visit to Israel in October,
1948.
I found Israel a land of
miracles. In the 14 months since
I had last seen the country, it
had made unbelievable progress.
The scars of war are quickly
disappearing. The countryside
shines with green fields and
settlements and everywhere you
hear sounds of building and
growth.
Yes, Israel has a wonderful

There are still a minimum of
250,000 Jews in Europe who need
our continued help. There are
tens of thousands of children,
most of them orphans, who have
nowhere but the JDC to turn to
for the food and the care they
need.

As far as the United States
is concerned, 1940 saw a con-
siderable increase in immi-
gration. A total of 39,000 refu-
gees entered the country last
year. We must provide for an
adjustment of 25,000 additional
newcomers who are expected
to arrive during the current
year.

ice agencies of 10 states.

children who were no more -
than living skeletons. They
reminded me of the pictures
that came - out of the concen-
tration camps shortly after
V-E Day.
The eyes were the only part of

those shriveled bodies that were
of normal human size. And
they were pleading eyes, I can't
get them out of my mind. I
can't forget the unspoken ques-
tion they asked — and that
question of "How Long?" is ad-
dressed to every one of us from
every one of the new immi-
grants.
The Jews of Israel have no
desire to restrict immigration.
If there is any curtailment of
immigration, we, the Jews of
America, will be making that
decision. Have we the right to
ask the 20,000 Jews of Poland
who have until August to get out

There are 85,000 men, women
and children in the immigrant
camps. There are thousands of
families including small children
who have had to live in tents
in the midst of the severest
winter of heavy rains and snow
storms that Israel has known in
more than half a century.
I saw tents in which at least
12 people, adults and children,
slept, ate and lived. I was
moved to tears when I was
shown the hospitals and nur-
series.
I saw infants and older
