declared exempt in some cases. And
the proposal would not affect landlords
who live in and rent out part of their
own home to three or fewer tenants.
ROSE SAID the proposal would not
result,in any additional inspections by
the city housing department because
energy efficiency would be checked as
part of the regular periodic inspections
required to issue landlords their cer-
tificates of occupancy.
Proponents of the proposal say they
think the enforcement of new code
could be accomplished without even
resorting to the fines written into the
code.
"We expect a lot of tenant-initiated
enforcement," Rose said, as tenants
would become aware of the code's
existence.
The cities of Seattle, Berkeley, and
Madison already have similar codes
requiring minimum "weatherization"
in rental housing.
MEMBERS OF the Coalition for Bet-
ter Housing say that although most ren-
tal housing would need some work to
come up to the proposed code, tenants
should not expect great increases in

rental rates to cover the landlords' ex-
penditures.
"We're hoping the increasing vacan-
cy rate will help to moderate rentj
raises," said David DeVarti, a coalition
member and a former worker with
SLS's Housing Reform Project' who
helped put together the proposal.
DeVarti added thathbecause the
proposal stretches compliance
deadlines over a five-year period, the
cost to landlords should not be that
high.
Coalition members stressed that the
proposal is intended to save every one
money in the long run, as the insulation
should cut heating costs and increase
property values.
"IT'S NOT like we're trying to crease
some hardships or animosity" between
landlords and tenants, said Gwynne
Kostin, Ann Arbor Tenants Union
petition drive coordinator.
Some local landlords said that
because they have not yet seen the
proposal nor had a chance to analyze its
requirements, they could not comment
on the idea.

The crowd was in high spirits, calling
out insults and criticisms throughout
the opening part of the program.
"I'm just kind of curious," Tim
Lenane, an LSA sophomore said before
the debate. "I'd just like to hear what
they have to say.
During the program, art school junior
John Shapiro called it "beautiful
theatrics." He called Liddy "sick,".
saying, "I think he's a demented per-
son. He really believes in what he

says."
Although they say they agree on
nothing, the two still profess to be good
friends. "The great thing about Gordon
Liddy is he's honest," Leary said. "He
says what he believes. That's yery rare
from his side of the fence. I'm proud to
say he's my friend."
Another honest person, Leary said, is
Ronald Reagan. "Ronnie said it him-
self. He said 'I'm too dumb to lie.' He's
right," Leary said.
"Ronnie doesn't lie," Leary added.
"Ronnie just reads the script."

said.
The federal government's response
was to rename the Pell Grant form the
Federal Financial Aid Form. They did
not, however, change the form itself, so
it still can only be used for Pell Grants
because colleges and universities need
more information than is required on
the form, Rosenberg said.
She said her organization seeks either
the reinstitution of the box for federal
aid candidates, or an improved federal
form that can be used for all types of
federal aid. "If that fails, we'll seek
restitution for the fees," she said.

THOUGH SOME claim NCICUS has
held up the printing of the forms,
Rosenberg insists the existing form is
illegal, so they really are not holding up
anything.
Butts said he expects a ruling from
the court sometime today, though
Rosenberg doubted that action would
be taken so soon. "We've been waiting
for four months for this," she said,
"and we've received no indication that
there will be any action (today)."
University financial aid director
Harvey Grotrian said the delays have
already caused distribution problems,
and that any further delay would cause
major problems with the delivery
system.

40,830 votes, while Proposition H sailed
through by a 193,000 vote margin.
It is the job of the state attorney
general's office to decide which
proposition will actually become law..
But Mike Shore, a spokesman for the of-
fice, said the problem is that the state
Constitution does not clearly state what
is to be done in such cases.

Edison, said the utilities are operating
on the assumption that Proposition D
has failed. "Proposition H's victory
eliminated Proposition D," he said.
But Jim Morrison, the director of Ann
Arbor's Michigan Citizen's Lobby,
proposal D's chief supporter, main-
tained the proposal has won "a great
victory."
MORRISON agreed with Shore that
the matter would probably end up in
court and charged the utilities with
