And the proposal would not affect landlords who live in and rent out part of their own home to three or fewer tenants. ROSE SAID the proposal would not result,in any additional inspections by the city housing department because energy efficiency would be checked as part of the regular periodic inspections required to issue landlords their cer- tificates of occupancy. Proponents of the proposal say they think the enforcement of new code could be accomplished without even resorting to the fines written into the code. "We expect a lot of tenant-initiated enforcement," Rose said, as tenants would become aware of the code's existence. The cities of Seattle, Berkeley, and Madison already have similar codes requiring minimum "weatherization" in rental housing. MEMBERS OF the Coalition for Bet- ter Housing say that although most ren- tal housing would need some work to come up to the proposed code, tenants should not expect great increases in rental rates to cover the landlords' ex- penditures. "We're hoping the increasing vacan- cy rate will help to moderate rentj raises," said David DeVarti, a coalition member and a former worker with SLS's Housing Reform Project' who helped put together the proposal. DeVarti added thathbecause the proposal stretches compliance deadlines over a five-year period, the cost to landlords should not be that high. Coalition members stressed that the proposal is intended to save every one money in the long run, as the insulation should cut heating costs and increase property values. "IT'S NOT like we're trying to crease some hardships or animosity" between landlords and tenants, said Gwynne Kostin, Ann Arbor Tenants Union petition drive coordinator. Some local landlords said that because they have not yet seen the proposal nor had a chance to analyze its requirements, they could not comment on the idea.
