Smith pointed to the loss of
several key votes as a major
factor in the bill's demise. "Sen.
Joseph Snyder (D-St. Clair)
was a key vote for us" Smith
commented. "We had hoped he
would be our nineteenth vote."
The withdrawal of an-affirma-
tive vote by Senate Minority
Leader Robert Davis ,(R-Gay-
lord) and the abstention of Sen.
Harry DeMaso (R-Battle Creek)-
were also cited as significant.
IASKED if any further efforts
would be made to enact. sex
education legislation, Smith
said "We'll probably bring it
'up again next January with a
similar bill and fight it out all
over again." "But it's pretty
much dead this year." he admit-
ted. It is expected that the Sen-
ate Education Committee,
chaired by Brsley, will Work
for some sort of sex education
legislation.
The proposal, originally de-
feated last July, came up for
I re-consideration last week. A
compromise amendment that
required parental permission
before a child could enroll in
a sex education class was
thought to have largely improv-
ed chances for the bill's pas-
sage. Formulated by Sen. Dale
Kildee (D.-Flint) the amend-
ment was reluctantly inserted
by the bill's supporters. who
maintained that' parents least
likely to provide proper sex edu-
cation in the home, would also
be the least likely to allow
their children to enroll in the
classes.
Four additional amendments
were also tacked on the bill,
inrcludinrg one 'which granted
local school boards the power
to establish parental advisory
hoards to review classroom ma-
terials and methods of instruc-
The mnaoritv of the amend-
ments were romnted: by the
strong opposition of two lobbies
in narticllar. One, - a group
called Honniness for Woman-
bond (HO W) obected to the bill
on the groinds that it infringed
on narental nerogntives.
Along with HOW, the last-min-
ute opposition of the Michigan
Catholic Conference, consider-
ed one of the ~ most powerful
lobbies in Lansing, was thought
to be a 'major impediment to
the bill's passage.
Ford to relent
on NYC aid?
NEW YORK (Reuter) - The
Ford administration last night
gave its first major sign that it
may be willing, to change its
hard-line stance against aid to
near-broke New York City.
The word of a possible White
House switch came from New
York Governor Hugh Carey.
HE TOLD a packed news con-
ference that he had been in
touch several times yesterday
with Secretary of the Treasury
William Simon, who for the first
time expressed interest in a
complicated city-state" plan to
avoid defaulting on their debts
by the endof the month.
