A compromise amendment that required parental permission before a child could enroll in a sex education class was thought to have largely improv- ed chances for the bill's pas- sage. Formulated by Sen. Dale Kildee (D.-Flint) the amend- ment was reluctantly inserted by the bill's supporters. who maintained that' parents least likely to provide proper sex edu- cation in the home, would also be the least likely to allow their children to enroll in the classes.
