called capital gains, and to reduce
double taxation on corporate divi-
dends.
Carter voiced the possibility of
postponing comprehensive tax re-
form at a nationally televised news
conference.
"IN 1978, there will be a substan-
tial tax reduction," he declared.
"And combined with that will be an
adequate proposal for a tax reform."
But Carter added: "Some of the
more controversial items on tax
reform that have been proposed to
me - they would be very time-
consuming and have very little
monetary significance - might be
delayed until later on because I feel
that it is necessary to expedite the
effectiveness of substantial tax re-
form.
"And I am committed and the
Democratic congressional leaders,.

at least, are committed to substantial
tax reduction in 1978 as soon as we
put it through."
THE PRESIDENT said tax in-
creases will be necessary this year
"to restore the integrity of the Social
Security system . . . and to carry out
a comprehensive energy policy." But
he said he hopes "that all those
changes in the law that bring about,
any tax increases would be conclud-
ed in 1977."
In the House, Ullman said the,
President "is saying niuch the same
thing I've been saying in recent
months.
"Increased energy taxes as well as
increased Social Security taxes will
need to be offset by an income tax
deduction," the chairman declared.
Ullman said earlier this month that
he doesn't think Carter has given up
trying to achieve comprehensive tax,
reform "as a long term objective."

Brazee feels that the large number of
candidates running for the eight full-
year and 4 half-year seats is not an indi-
cation of a decrease in apathy, but
rather that, "a lot of people are running
as a joke." In fact, it is the current rise
in apathy that concerns Brazee the
most.
LAST MONTH'S re-organization of
LSA-SG, spearheaded by Brazee, was
designed to reduce apathy by "in-
creasing the credibility and visibili-
ty" of the widely unnoticed body.
After the election, Brazee hopes to
carry out a fifteen-point internal and
external organization of LSA-SG that
was agreed upon by incumbents in
workshop sessions held early this mon-
th. The re-organization establishes
LSA-SG sponsorship of alternative edu-
cation programs, assessmentof student
needs, as well as several student advo-
cacy programs.

NEW YORK (AP) - A survey of
young people between the ages of 14 and
25 found that "women whose fathers
were college graduates or had some
college education were more likely to
choose an executive-professional life as
their ambition than men whose fathers
had similar educational background."
The study by the American Council of
Life Insurance also found that "among
women whose fathers had a high school
education or less, only 30 per cent
preferred the executive life style."
It said that among the young men
surveyed, those who had fathers with a
college background, "were no more
likely to be attracted to the executive-
professional style than those whose
fathers had less schooling."

petitioned for vacation was East
University between North and South
University. "This parcel may some-
time be used to develop a pedestrian
greenway," he said.
Although City Administrator Syl-
vester Murray said the city "routine-
ly vacates streets," this particular
transaction was unique and "did not
occur as anything planned.
Murray said the exchange came
about when City Council resolved
that the $18,000 per acre appraised
value of the North Campus land was
too steep. Agreement was reached
that the University would receive the
two streets plus $5,000 for the land.
The city plans to develop a park on
the two-acre site.
The University, Murray said, will
have to apply for street vacation. The
30 to 60-day process involves clearing
the trade through city planning and
streets and traffic departments.
