OFFICIALS GAVE no firm indication
what the hijackers planned to do after
the exchange was completed. The DC8
was refueled and stood poised at the
southern tip of an isolated runway, ap-
parently ready to take off.
Officials in the Dacca control tower
said the plane was expected to head
east, but they did not elaborate.
Earlier, Japanese Foreign Ministry
sources said the terrorists wanted to go
to a "revolutionary" state willing to ac-
cept them.
The mass release came after tense,
last-minute negotiations to arrange the
predure. After darkness fell yester-
day, the DC8 and a sister plane that
brought the ransom and prisoners here
from Tokyo taxied and maneuvered
over the airport tarmac like two birds
squaring off for a fight.
BANGLADESH Air Vice Marshal
Mahmoud, who has led the negotiations
from the airport tower since the plane
landed at Dacca on Wednesday,
pleaded with the terrorists for the
freedom of the remaining hostages.
Speaking slowly, Mahmoud urged the
gunmen to release all their hostages.
Mahmoud told the gunmen he could
personally give his word that they'
would be given safe passage to
whatever destination they chose.
But the hijackers answered with one
word: "Negative."

WASHINGTON (AP)-The federal'
government will help compensate vic-
tims of muggings, rapes and other
violent crimes if a bill passed by the
House wins the support of the Senate
and President Carter.
The bill, voted by the House 192 to 173
Friday, is, similar to legislation ap-
proved in two previous Senate sessions
that would pay up to 25 per cent of the
cost of state programs from the federal
treasury.

TWENTY STATES, which account
for about two-thirds of the violent
crimes nationwide, now compensate
victims. More states are expected to
enact such programs if the bill becomes
law.
House conservatives succeeded in
paring down the maximum compen-
sation for a victim from $50,000 to
$25,000 and the federal share of each
state's effort from 50 per cent to 25 per
cent.

The program would not pay for such
property losses as stolen cars.
THE BILL'S spolsor, Rep. Peter
Rodino Jr. (D-N.J.) said,. "We. give
every right to the accused person, but
the victim is given no consideration."
He said the bill would "Eliminate
some of the disenchantment peoplo

Rep. Richard Ichord (D-Mo.) com-
plained that the bill "is jiisi thVegin-

coming years at the taxpayers' expen-

Its detractors said more emphasis
should be put on catching and
prosecuting criminals rather than on
compensating victims.
Supporters said the program would
lead to more crimes being reported.
"ONE OF THE major problems in
prosecuting cases now is getting vic-
tims and witnesses to come forward,"
Rodino said. "We have to do something
to get more people to believe in the
system."
The bill authorizes an average of $30
million per year in federal, money over
the next three years.
