heat, light, power, maintenance1
and services mount up in all re-
search operations but cannot be1
mated with any one project,"
Burroughs said.#
A related problem is the ten-
dency of existing equipment to1
become obsolescent as projects
advance a given area of researchj
he explained.
Equipment Depreciates
"Until funds to remedy this#
come from outside sources, the
field often moves far enough ahead
to outmode equipment.
"The larger the research oper-
ation, the more serious this prob-
lem is."
Ralph A. Sawyer, vice-president'
for research, notes that the fed-
eral government, which in 1959-60
gave the University $14,292,902 for
research, is a major factor in the
size of the University's sponsored'
research program.
"Scientific research receives a
lot of support," he said, "because
both the state Legislature and
Congress are more favorable to
the sciences than they are to
either the social sciences or hu-
manities."
"For" this reason the big foun-
dations tend to support social sci-'
ences-or the humanities since they
don't want to compete with the
government in support of scien-
tific research.
Less Restricted
"In spite of the fact that the
government favors scientific re-
search in its grants, some people"
think those grants are less re-'
stricted," or limited to a particular
area, "than are foundation
grants."
Sawyer noted that a major con-
tributor to the University's re-,
search program was the National
Institute of Health, which last
year gave the University approxi-

mately $4.1 million, the fifth larg-
est NIH appropriation to an insti-
tution of higher education.
The National Science Founda-
tion was also a major contributor
to the University's research pro-
gram, he said.
"It will be a great mistake if
the public comes to believe that
the University's sponsored re-
search program is so large that
there is no need for public sup-
port of research in the form of a
general, or institutional grant to
the University," Burroughs says.
Rising Importance
William N. Hubbard, Jr., dean
of the Medical School, says the,
University's increased emphasis on
scientific research is caused by the
rising importance of science to so-
ciety.
"The changing needs of society
are expressed by a change of em-
phasis within §~ociety's education-
al institutions.
'The public expresses its needs
and decides the University's budg-
et through the Legislature. If the
Legislature chooses to emphasize
science instead of the humanities,
there is nothing the University
can do about it. It is a sociologi-
cal problem."
Burton D. Thuma, associate
dean of the literary college, noted
heavy support for scientific re-
search is partly caused by the fact
that "it is often easier to get
money from either government or
industry for scientific research
than for humanities research.
"This has created the potential
danger of scientific research be-
coming dominant over humanities
research at the University. We
haven't yet reached the point
where this is an immediate threat,
however."
