state grant for a drug-free program, it
was announced at the March 9 Board
of Trustees meeting.
Nell Stout coordinator for tate
and federal projects in the Highland
Park school system, aid tbe staff was
particularty happy about thi grant
because Highland Park got it on its
own "as a district and not as part of a
consortium."
The grant will be used to support
education about the dangers of drugs,
prevention and intervention. It will
get parents involved and timulate
neighborhoods to d vetop a upport
sy tern against drugs.
The school system would be in
volved in tea hing youngsters about
the dangers of drugs:
Stout aid from kindergarten
through the thi rd grade, young ters
would learn about the dangers of
drugs through the use of puppets. In
higher grades, the schools would fol

airports, both operated by the
county. 'r t port. 0 with
hipment by rail and land as well
as water, is also a part of planning
by the Detroit/ Wayne County
Port Authority which Blackwell
chairs.
The airports and the port
authority both are een as cata
ly ts for timulating major eco
nomic expansion, not only in
Wayne County, but in all of
outheast Michigan. Billions of
dollars worth ofbusine s transac
tions thou ands of acre of real
estate exchanges, and thousands
of newly created jobs are envi-
ioned,
Based on 1988 figures, the lat-
est ail ble, Metro Airport even
now ranks 18th in th world in
number of p engers handled
annually. '
Willow Run, with 170 million
of pound of freight hauled
through it last year, is recognized
the busie t cargo airport in the
country.
The port authority last year
administered the handling of
n arly $30 billion worth of good
leaving duty-free trade zones, the
most in the nation and a new do
me tic record. Together with
duty-free exports in 1992 valued
at $1.3 billion, th port authority
administers activity generating
job for more than 37,000 work-
ers currently employed. .

Ginger Breggia, ,who is a strong
critic of the Federal Violence Initia
tive, said she believed that staff
members on the GAO were confused
by complicated scientific tenninol
ogy, which was bald for trained peo
ple to grasp.
She noted a section on giving
drugs to relieve "attention deficit"
and "conduct disordered" children.
"Attention deficit" children was sim
ply a complex scientific name for
children who foum it bald to pay
attention and "conduct disordered"
children were those whose behavior
caused problems for the schools.
Tbo e who read it might feel the
youngsters had unique physical
problems which required the use of
drugs, she said. '
Wh n asked how the new Qinton
Administration felt about the Federal - _
Violence Ini tiative, Breggin said she
did not know, but said that the old
staff still in place were militant in
efforts to "whitewash" themselves.
