been knocked out of position and
that the bone will have to be re
broken, to correct the problem.
Trammell said words were apparent-
1 y exchanged between the two men
and deputies after the men were told
to leave the fairgrounds in a direction
that took them away from their
homes.
Trammell said he was told that
the victims' heads were slammed
against a trailer and the ground. He
said the incident involved as many as
nine law enforcement officials. He
also said he WM told that one deputy
threatened to remove his badge and
fight one of thevicnms as a private
citizen.
"Law has a responsibility to al
ways bring order to a ituation, not to
be a participant in disorder," said
Trammell.
He id he will t the Justice
Department and tbe State Highway
Patrol to investigate because he h
received no respon e from the
herifI's department. ,
Trammell said he met wi th the
two men - Orande E. Clarke, 18,
and Clarence E. Brown, 25 - and
about 15 witnesses on Tuesday night
to hear their account.
"They both complained that they
were brutally beaten - by several
police officers," said Trammell. A
report prepared by the Miami Coun
ty Sheriff's Department said
deputies "took physical control" of
the men after they became combat
ive and failed to follow deputie '
orders.
A WOMAN WHO answered the
phone at the sheriff's department
said Sheriff Charle Cox was out of
town and not available to comment.
She said the department's only
response was the report filed by
deputies.
Trammell said the two victims
were Black and the deputies white.
"I most emphatically think it was
racially motivated," he said.
