Could the harsh criticism that
Prime Minister Binyamin Ne-
tanyahu is receiving from his own

cabinet be working to his advan-
tage?

There is enough ministerial
grumbling for Mr. Netanyahu to
honestly tell Yassir Arafat — and

U.S. envoy Dennis Ross — that
he can't be much more flexible and
still expect to win majority ap-
proval for the deal. Yet, the dis-
satisfaction is not so widespread
as to threaten that majority if Mr.
Netanyahu keeps his word about
not meeting more Palestinian de-
mands.
Mr. Arafat is insisting that Is-
rael commit to a strict timetable
for withdrawal from all Palestin-
ian-populated areas in the West
Bank, and to an armed Palestin-
ian presence at Hebron's Cave of
the Patriarchs.
Mr. Netanyahu has refused,
adding pointedly that the gov-
ernment would never approve of
this. Cabinet passage of the He-
bron agreement as it stands, he
says, will be difficult but not im-
possible.

Mr. Netanyahu, six have an-
nounced they will vote against the
accord. An additional three oppo-
nents are needed to force a tie
vote, which would leave the prime
minister with two unpleasant op-
tions:
* Exercising his legal privilege
to vote twice, which would break
the tie but also cripple the "legit-
imacy" of the agreement.
* Appeal to the Labor Party to
bail him out by joining a national
unity government that would ap-
prove the Hebron accord.
Letting the agreement fail
would mean the end of the peace
process and Mr. Netanyahu has
made it clear that he does not see
this as an option.
So 10 "no" votes in the cabinet
are needed to quash the deal.
Over the weekend, it had ap-
peared that the two Shas
(Sephardi Orthodox) party min-
isters had joined the rebel side.
Party spokesmen claimed that
Rabbi Ovadia Yosef, Shas' spiri-
tual leader and ultimate decision-
maker, had changed his mind
and instructed Suissa and Yishai
to abstain or vote "no" because
he was convinced it would leave
the Hebron settlers too vulnera-
ble.
But Shas' chief political fixer,
Knesset Member Arye Deri, ex-
plained later that Rabbi Yosef had
assured Mr. Netanyahu that Shas
members would vote for the pact
"if the terms of this agreement are
not changed for the worse."
