Ross has been reluctant to re-
spond.
But those criticisms ignore the
volatile, reactive nature of Is-
raeli politics, and the perception
that pressure from Washington
usually reflects American needs
in Mideast diplomacy, not Is-
rael's complex security needs.
* Ross has not personalized
his quest for Mideast peace.
He has been intimately iden-
tified with the Mideast talks for
six years, but Mr. Ross has not
tried to create the impression that
he is indispensable.
As a result, he has been able to
bring to the process the flexibility
that has been absent from past
American attempts, and to keep
the focus where it belongs — on
the principals.
There is a downside to that self-
effacing approach. Mr. Ross, lack-
ing the stature of a Secretary of
State or of a media-savvy diplo-
matic superstar such as former
Assistant Secretary of State
Richard Holbrooke, still needs his
bosses to close deals.
But it also means that he can
take the endless battering that
Mideast mediation entails, and it
adds to his ability to listen to both
sides and hear something more
than his own desire to be Time
magazine's Man of the Year.
* Ross has eschewed diplo-
matic quick fixes.
Increasingly, American diplo-
macy is limited to crisis manage-
ment — making unpleasant
symptoms go away, without ad-
dressing the underlying causes.
But real peace in the Middle
East requires the methodical de-
velopment of trust, and it de-
mands a corresponding network
of economic relationships that give
everybody a clear stake in contin-
uing the peace.
That is something that will not
happen overnight, and it is a
process that will move in fits and
starts, with dramatic progress and
dramatic setbacks.
Mr. Ross, more than any other
American negotiator, has adjust-
ed himself to the region.
* Ross has found a way to
combine strong personal sup-
port for Israel with a balanced
view of American interests.
A few years ago, some Jewish
right-wingers attacked Mr. Ross
and several other members of the
Mideast team as "Jewish Ara-
bists." Some Jewish diplomats do
seem to go out of their way to show
their impartiality by criticizing Is-
rael. But Mr. Ross has taken a dif-
ferent path based on his apparent
belief that support for Israel must
be a given in the process, even
though American and Israeli in-
terests in Mideast negotiations
will not always coincide.
Even when Washington has ex-
pressed displeasure with specific
Israeli tactics, Mr. Ross has re-
mained visibly committed to the
special U.S.-Israel relationship. ❑
