Despite recent barbs from
Washington over Palestinian
stalling in the Hebron talks, PLO
chiefYassir Arafat seems willing
and able to work with the dogged
American envoy.
Critics charge that Mr. Ross
has been excessively tolerant of
Mr. Arafat's failings, an argument
that is not without foundation.
But Mr. Ross also has understood
that the former terrorist remains
the key to a Palestinian-Israeli
agreement — there are no alter-
natives waiting in the Palestinian
wings — and he has worked pa-
tiently to build trust with Mr.
Arafat even while expressing
strong American concern about
the Palestinian Authority's ap-
proach to the negotiations.
Mr. Ross has managed to get
along with Israeli Prime Minister
Binyamin Netanyahu, despite the
administration's damaging en-
dorsement of his predecessor. Mr.
Netanyahu may disagree with the
American emphasis on the Oslo
agreements, but he appears able
to work with Mr. Ross without the
dense cloud of mistrust that char-
acterized relations with previous
negotiators sent by Washington.
* There is no "Ross plan."
The history of U.S. Mideast
diplomacy is littered with failed
schemes — the Rogers, Shultz,
Kissinger and Baker plans, to
name a few — to rescue residents
of the Middle East from them- ("\
selves.
Mr. Ross has avoided squeez-
ing the peace process into an
American mold; he seems com-
fortable with the reality that
durable peace agreements must
be built on painstakingly devel-
oped common ground between
participants.
Mideast leaders are suspicious
of solutions pitched by outsiders,
and with good reason; the inter-
national community continues to
view the complex Middle East dra-
ma through the lens of needs that
have nothing to do with the peo-
ple who live in the region.
* Ross understands that
heavy-handed pressure on
Israel usually backfires.
In recent weeks, pro-peace
process activists have stepped
up their criticisms of his unwill-
ingness to squeeze Israel. Mr.
Ross, they say, was fine during
the Rabin-Peres government,
when U.S. and Israeli policies
were on parallel tracks, but his
unwillingness to press a Likud
government that has veered off
that course jeopardizes the gains
of recent years.
There have been times when
Israeli leaders have virtually
begged for a nudge from Wash-
ington to provide political cover
