Four ministers lean towards
supporting the agreement.
Industry and Trade Minister
Natan Sharansky (Yisrael
B'Aliya) is thought to be a poten-
tial rebel. A source close to Mr.
Sharansky noted that he has
close, long-time contacts with
West Bank settlers, including
those in Hebron, and that his wife,
Avital, holds "fairly extreme right-
wing ideas."
At the same time, the source
noted, Mr. Sharansky is Mr. Ne-
tanyahu's closest personal friend
in the cabinet. Their ties go back
to the early 1980s when then-UN
Ambassador Netanyahu fought
for the cause of Russian Jewry.
Justice Minister Tsachi Haneg-
bi (Likud) is considered by some
to be another potential "no" vote.
He used to be one of the most
fiercely anti-Arab hawks in main-
stream Israeli politics, and his
mother, Geula Cohen, is a hero-
ine of the ideological right.
But Mr. Hanegbi, one of Mr.
Netanyahu's closest political al-
lies, has moderated his views
demonstrably since entering the
government.
Communications Minister
Limor Livnat (Likud) has a slight-
ly more distinct question mark
next to her name. Like Mr.
Hanegbi, she has a long reputa-
tion as a right-wing firebrand,
having begun her political career
in what used to be the "Sharon
camp" of the Likud. But, again
like Mr. Hanegbi, she is one of Mr.
Netanyahu's earliest, most loyal
backers, and is now a senior mem-
ber of the party's only camp — Mr.
Netanyahu's.
While the cabinet opposition is
short-handed, it appears quite en-
trenched. Benny Begin is the
purest ideologue among them.
From the beginning he has been
unwilling to hear of any adher-
ence to the Oslo accord or any con-
tact with Mr. Arafat.
Zevulun Hammer (National
Religious Party) and David Levy
(Gesher) belong to what is fre-
quently called the "settlers' par-
ty."
Meanwhile, hardliners Ariel
Sharon and Raful Eitan seem to
have opposition based in part on
personal resentment for Mr. Ne-
tanyahu. Both aimed at becom-
ing prime minister, and, being
retired army generals, both com-
plained publicly over not having
been consulted on security
arrangements in the Hebron
agreement.
Yosef "Tommy" Lapid, one of
Israel's most popular political com-
mentators, wrote in the Ma'ariv
daily that as long as Netanyahu
has a sure majority for the accord,
a handful of ministers are free to
"show their backbone" by voting
against it. "But," Lapid wrote, "if
Netanyahu ends up in the mi-
nority, these same ministers will
carry the heavy responsibility of
having created a governmental
chaos that could lead us to war.'0
