Jon Kyl: Forcing their hand.
ro-Israel legislators are
turning up the heat in
their effort to force the ad-
ministration to move the
U.S. embassy from Tel Aviv to
Jerusalem.
Sen. Jon Kyl, R-Ariz., a Sen-
ate newcomer, is circulating a
draft bill that would force the ad-
ministration's hand by autho-
rizing funding for the embassy
in Israel only if it is "designat-
ed" to be within Jerusalem's city
limits.
His formulation appears to
leave an opening for diplomatic
functions to continue in Tel Aviv,
while a Jerusalem facility could
serve a largely symbolic function.
But in Israel, officials of the Ra-
bin government continue to be-
lieve that any attempt to stir up
the Jerusalem issue now could
jeopardize the entire peace
process — although they are re-
luctant to speak out publicly on
the explosive issue.
The Kyl measure is being re-
garded primarily as an attempt
to crank up the pressure on the
administration to respond ener-
getically to an earlier letter au-
thored by Sen. Alfonse D'Amato,
R-N.Y., and Sen. Daniel Patrick
Moynihan, D-N.Y.
That letter, which recently
went to President Bill Clinton
with the signatures of 93 sena-
tors, was a tactical compromise
between pro-Israel activists who
were determined to force the em-
bassy issue now and those who
were more responsive to the qui-
et importuning of officials in Is-
rael. The D'Amato-Moynihan
letter tries to finesse the issue by
urging the move by the end of
1999 — after the scheduled "fi-
nal status" talks that will work
out the city's future. Rep. Chuck
Schumer, D-N.Y., has gathered
the signatures of more than half
of his House colleagues on a sim-
ilar letter.

introduce his measure sometime

in the next few weeks if the ad-
ministration doesn't offer some
strong gesture on the volatile em-
bassy issue.
"The Moynihan letter defused
those of us who would have
pushed for an immediate move
of the embassy," said Dr. Man-
dell Ganchrow, president of
the Union of Orthodox Jewish
Congregations of America.
He dismissed concerns that mov-
ing the embassy before the
Jerusalem issue is raised in the
peace talks could jeopardize the
negotiations. "This is purely an
American issue. Where we put
our embassy is not mentioned in
the Declaration of Principles. So
how will this affect the negoti-
ations? I think this is a red her-
ring."
But other Jewish activists saw
the move as a dangerous bit of po-
litical mischief-making.
"The DOP specifically deferred
the explosive issue of Jerusalem
until the final status talks," said
Thomas Smerling, executive di-
rector of Project Nishma, a group
that supports the Rabin govern-
ment's peace policies. "Only two
kinds of people want to shove
Jerusalem onto the front burner:

who would be gleeful to see the
whole thing explode or naive
friends of Israel who may not re-
alize the consequences of this ac-
tion. It would be tragic if
Congress, in a clumsy effort to
show its pro-Israel colors, helped
destroy Israel's best chance ever
for peace."
The administration is also
hearing from groups on the
Christian Right. Recently, the
Rev. Pat Robertson's Christian
Coalition wrote to House Speak-
er Newt Gingrich, R-Ga., argu-
ing that moving the embassy
would boost the Israeli-Palestin-
ian negotiations.
