Blacks And Jews
Pro Foreign Aid

Last week, a group of black and
Jewish legislators got together to
begin discussing cooperative for-
eign aid strategies for this era of
slash-and-bum budgeting in Con-
gress.
The session was convened by
Rep. Alcee Hastings, D-Fla. It in-
cluded some 11 black and Jewish
legislators concerned about aid
to Africa and Israel's $3.2 billion
annual allotment.
"African leaders have spoken
to me about the importance of
American assistance as an im-
portant tool in bringing stability
and economic development to
countries threatened by unrest,
terrorism and religious extrem-
ism," Ms. Hastings said in a
statement. 'We all agreed that it
is in both America's and Israel's
best interest to help bring stabil-
ity to and show support for this
region and ensure that political
instability does not lead to ex-
ports of terrorism and funda-
mentalism."
Punctuating that concern is
the fact that pro-Israel forces on
Capitol Hill remain the most im-
portant backers of the overall for-
eign aid program. Black
legislators need the help of their
Jewish colleagues to preserve
even a modicum of aid to hard-
pressed African nations. Jewish
members, facing the virtual cer-
tainty of cuts in Israel's allotment
in the next few years, need all the
allies they can get to keep reduc-
tions from cutting too deeply.
And Jewish legislators are
worried about new tensions that
are almost inevitable if aid to Is-
rael is preserved, while programs
to help the impoverished nations
of Africa are eliminated or cut to
the bone.

Activists Back
On Capitol Hill

For months, opponents of the
Middle East peace process have
had a clear shot at Congress,
where supporters of the Rabin
government's policies have been
as scarce as liberals.
But that began to change with
the arrival of some 20 political
'heavyweights representing the
Israel Policy Forum, an organi-
zation created to reinforce polit-
ical support in this country for
those policies.
Their message was a simple
one: Despite the loud criticisms
from the Right, "a majority of
Americans are strongly support-
ive of what the Rabin govern-
ment is doing, and they are
strongly supportive of continuing
American funding for the Pales-
tine National Authority," ac-
