That opposition reflected the
"official" position of Israeli lead-
ers, who insisted that such link-
age could jeopardize the
delicate peace process.
But Mr. Schumer also heard
from Israeli officials who hint-
ed that a reminder or two about
the boycott might be a good
idea as the House debated the
bill — as long as it didn't in-
terfere with passage.
"The Israelis were playing a
weird game," said a congres-
sional staffer who worked on
the bill. "Many made it clear
that they would not be unhap-
py to get some boycott language
in the bill. But they didn't want
too much pressure or anything
that would actually slow down
the peace process. So they
played a kind of brinkman-
ship."
Ultimately, the bill — which
Mr. Schumer voted against —
easily cleared the House. In a
statement, the New Yorker
said it was "extremely anom-
alous to lift restrictions on U.S.
economic aid when the PLO
supports an economic boycott
of both Israel and American
companies that do business in
Israel."
In the end, Mr. Arafat didn't
get much — just a waiver of
anti-PLO legislation until Jan-
uary, when Congress will re-
examine the entire situation.
Cautious
Dialogue
Dialogues, joint economic ven-
tures and other signs of the
times continue as the Arab-
American and Jewish-Ameri-
can communities get used to
the idea that Mideast peace
may not be a crazy dream, af-
ter all.
Project Nishma had
Benyamin Ben-Eliezer, Israel's
construction and housing min-
ister, talk with Arab-American
and Jewish leaders about eco-
nomic prospects.
The session came at Mr.
Ben-Eliezer's request — an-
other sign that economic de-
velopment projects will draw
together Arabs and Jews in this
country. Attending were rep-
resentatives of several Arab-
American and Jewish groups,
including the American Israel
Public Affairs Committee
(AIPAC), the Anti-Defamation
League, the National Associa-
tion of Arab Americans, the
American Arab Anti-Discrimi-
nation Committee and the
Arab American Institute.
But Israeli representatives
in Washington, while pleased
with the strong support for the
Israeli-PLO pact, are getting
edgy about the new convivial-
ity between Jewish and Arab-
American groups. ❑
