Brinkmanship
On PLO Bill?

When it comes to the PLO, Rep.
Chuck Schumer, D-N.Y., is
your basic no-compromise kind
of guy. Despite pressure from
many Israeli leaders and pro-
Israel groups, Mr. Schumer re-
fused to drop his effort to link
legislation repealing some anti-
PLO regulations to Yassir
Arafat's willingness to press to
end the official Arab boycott
against Israel.
Last week, the Middle East
Peace Facilitation Act of 1993,
which would let the PLO open

an office in Washington and re-
ceive American aid, was being
hurried through the House by
Rep. Howard Berman, D-Calif.,
who is also no slouch in the pro-
Israel department. A number
of pro-Israel groups, including
the American Israel Public Af-
fairs Committee (AIPAC) and
the Jewish Community Rela-
tions Council of New York, lob-
bied Rep. Berman to drop his
amendment linking the roll-
back to the PLO's willingness
to oppose the boycott.
