punishing rabbis, getting
rabbis into therapy, and
helping victims and institu-
tions," said Rabbi Sher.
The new rule that rabbis
found guilty of misconduct
will have their names
publicized is an attempt to
prevent coverups by the
accused.
By putting in print that a
rabbi has been punished,
you prohibit that person
from in any way blackball-
ing someone who accuses
them," explained Rabbi
Golden of the CCAR ethics
committee. "If a rabbi ab-
sconds with a synagogue's
funds, we thought it impor-
tant for many reasons that
the rabbis know who had
been censured."
The ability to keep rabbis
who are under investigation
from applying for other jobs
through the movement's
networking service is an-
other deterrent built into the
guidelines.
Under rules already in
place, rabbis are prohibited
from finding jobs at syn-
agogues through word of
mouth or help-wanted ads.
All placements must go
through Sher, who as direc-
tor of placement, handles all
such matters.
"If you are a Reform rabbi
in the United States and
Canada and parts of Europe,
if you want a job you go
through Arnie Sher," said
Rabbi Golden.
But critics of the
movement's stance toward
sexual misconduct say the
guidelines aren't tough
enough.
"I am glad they made
these changes, but I would
be dismayed if this is as far
as they go," said Rachel
Adler, a theologian and
psychotherapist based in Los
Angeles.
Ms. Adler, who recently
wrote an article on sexual
misconduct in the CCAR's
monthly journal, said con-
gregations need a "bill of
rights" posted so that rabbis,
staff and synagogue mem-
bers know what constitutes
ethical conduct by a rabbi
and what is out of line — and
where to go for help if a prob-
lem arises.
Ms. Adler and several
rabbis and therapists also
argue that while rabbis and
Christian clergy are often
consulted as therapists, they
do not have a psychologist's
background and are
therefore generally ill-
equipped to function in that
capacity.
They suggest that rabbis
be required to get profes-
