A
lmost every day,
Richard Hellman
leaves his Washing-
ton, D.C., office and walks
about 6,000 yards up to the
Hill. Using the contacts he
developed as the Senate's
chief minority counsel in the
early 1970s, Mr. Hellman
has kept alive the issue of
loan guarantees to Israel
while others have given up
on it.
Mr. Hellman also takes to
the national lecture circuit,
bringing his strong conser-
vative perspective and sharp
reproach of President Bush
and his staff at Foggy
Bottom (a name popularly
given to the State Depart-
ment) for their "shabby
treatment" of Israel regar-
ding loan guarantees and
other issues.
There are many ardent
watchdogs for Israel on the
Hill. And perhaps there are
Zionists with as much pas-
sion and a grasp for the
issues as Mr. Hellman. What
separates him from the
others is his religion. Mr.
Hellman, who was born
Catholic, is a born-again
Christian.
An attorney with 15 years'
experience in the federal
government drafting envi-
ronmental legislation, Mr.
Hellman has forged political
savvy with his Christian
fundamentalist belief in the
redemption of Israel and the
reclaiming of all its biblical
lands.
The result is his fiery mis-
sion to present Israel's case
before the American public
by way of a Christian polit-
ical action group he founded
in 1989 called Christian
Israel Public Action Cam-
paign (CIPAC). It is the only
registered non-Jewish polit-
ical action group for Israel.
The guest of the Zionist
Organization of America,
Mr. Hellman spoke here the
day national elections were
taking place in Israel. He
compared that election with
the American presidential
campaign. The difference is
"we are not concerned
whether our nation will sur-
vive based on these leaders
(President Bush, Bill Clin-
ton and Ross Perot)," Mr.
Hellman said. In Israel,
"they are choosing leaders
who may well have to decide
whether their sons and
daughters go to war

tomorrow, next week or next
year."
Mr. Hellman, a former en-
vironmental consultant to
the Israeli government who
lived for seven years in'
Jerusalem, chastised the
Bush administration for ex-
pecting that change in the
Israeli leadership would im-
prove chances for a peace
agreement.
"I think it's another ex-
ample of how little some of
the so-called experts know
about Israel that they (the
Bush administration) are
looking for the kind of---
change which will mean --
Israel will jeopardize its
security or deny the right of
Jews to live wherever they
please, including biblical
Judea, Samaria, Gaza and
Jerusalem."
Mr. Hellman blamed Pres-
ident Bush and the news
media for perceptions that
Israel is intransigent regar-
ding the current peace in-
itiative. Mr. Hellman said
this perception was created
by President Bush's por-
trayal of prospects for a
Middle East settlement as a
simple matter of swapping r <
land for peace. "Israel has
been painted the bad guy
who just will not give up this
little bit of land for peace," ---
Mr. Hellman said.
Mr. Hellman's views are
strong, but it is the fervor
and command in his voice
that drive home his points.
That authority is aided by
his use of Hebrew words, and
not the kind of speech but-
chered by an American
twang. During a one-on-one
conversation, he displayed a
fluent command of Hebrew
with an Israeli accent ac-
quired at an Israeli ulpan.

life in Israel, Mr. Hellman
likes to tell the story about
