"They've had enough ex-
citement, in terms of Ameri-
can-Israeli relations, to last
them a while."
"Therefore," said Mr.
Quandt, "this is not the time
for them to unveil any grand
new proposals. They've
gotten the word that more
piling on against Shamir
could create a sympathy
backlash in Israeli voting.
It's no secret that they would
just as soon that didn't
happen."
With no American
intervention, it is improb-
able that the current
stalemate will be broken.
American politics figure
into the peace talks equa-
tion, as well.
"Until we get a better
sense of how close the
November election may be
— and how important the
Jewish vote may be to
Bush's reelection — it is
unlikely they will take any
chances during the peace
negotiations," said a leading
pro-Israel activist here.
Also, the Bush administra-
tion's preoccupation with
foreign affairs has helped
foster the electorate's nasty
mood. As the election draws
closer, the White House is
not eager to focus new atten-
tion on the traditional
dominance of foreign affairs
in the Bush administration
agenda by taking any bold
new steps in the peace pro-
cess.
And anyway, the ad-
ministration is convinced
that political factors aside,
the time has not yet come for
a more active American role.
"All parties understand
that this country will more
actively intervene when the
parties cannot go on alone,"
said Shimon Shamir, a
former Israeli ambassador to
Egypt now at the U.S. Peace
Institute. "But it's my im-
pression that the ad-
ministration feels that the
parties have not fully ex-
plored all the possibilities."
So what function will next
week's round of peace talks
serve?
"The issue is whether it is
useful to convene another
round of talks before the
elections in Israel since it's
clear that the Israeli side
finds it very difficult to move
ahead during a very dy-
namic election campaign,"
said Mr. Shamir.
Mr. Shamir stressed the
importance of "the continui-
ty of the talks. Even if there
are no immediate results, it
is important to keep the
framework and the dy-
framework and the dynamics
of the process going."
