Middle East remains
a hot topic in Wash-
ington. Last week, some of
that talk turned into action
on Capitol Hill.
On Thursday, the House
foreign affairs committee
approved language in the
foreign aid bill designed to
nudge the administration in
the direction of serious,
multi-lateral arms control in
the region.
The measure, introduced
by Rep. Howard Berman, D-
Calif., includes provisions
that would press the ad-
ministration to convene a
conference of international
arms suppliers to deal with
both conventional and non-
conventional arms in the
region.
The legislation calls for an
end to Middle East arms
shipments in 60 days, unless
the president certifies that
all available steps were
taken to convene such a con-
ference.

minister Moshe Arens gave
a boost to the idea by sug-
gesting that an interna-
tional arms control con-

Last year's child care
legislation embroiled a long
list of Jewish organizations
in a wrangle over church-
state issues.
Now one of those groups is
monitoring implementation
of the landmark legislation
to ensure that federal aid to
parents who use sectarian
day care institutions is not
caught in bureaucratic lim-
bo.
"The Department of
Health and Human Services
is in the final stages of
preparing regulations for
child care under the legisla-
tion," said Abba Cohen,
Washington director for
Agudath Israel of America,
one of the Jewish groups
that pressed for federal aid
to religious institutions
through a voucher system.
"We want to make sure that
things are not undone in
regulation that we worked
so hard to get in legislation."
In recent months, the Or-
thodox Agudah has received
calls indicating that the
state agencies that will be
administering child care
programs may not be fully
informed about the voucher

system, or regulations allow-
ing their use in sectarian
day care institutions.
"We don't see any hidden
agenda here," Mr. Cohen
said. "But frankly, some of
these state agencies aren't
entirely informed."
Agudah is watching the
implementation process
closely, because the ground
breaking inclusion of re-
ligious institutions could
provide a model for Presi-
dent Bush's "educational
choice" provisions which
will soon be coining before
Congress.

and to squelch those forces
in the administration that
want to go back to business

Aliyah Camps
For Soviets

With summer fast ap-
proaching, B'nai B'rith
International is rushing to
put final touches on plans for
several unique summer
camps for Jewish children in
the Soviet Union.
"With all the changes
taking place, Jewish organ-
izations have had to work to
find a niche for themselves
in the Soviet Union," said
Dan Mariaschin, the group's
public affairs director.
"After three years of organi-
zing B'nai B'rith units in
that country, we think we've
found that niche — prepara-
tion for aliyah."
Several hundred children
are expected to attend five-
day camp sessions in several
Soviet cities. The program
will include Jewish music
and dance, Jewish traditions
and Hebrew.
The camps will be staffed
by Jewish day school
teachers, rabbis and lay
educators from the United
States.
"Since we announced this,
we've had a phenomenal re-
sponse from the Jewish
community," Mr.
Mariaschin said. "There's a
real understanding of what
we're trying to do — to start
the acculturation process
even before these people get
to Israel."
