Israeli system of govern-
ment.
There was apprehension
over how the settlements
issue would affect the fight
for $10 billion in housing
loan guarantees, an issue
that took on even greater
importance with last week's
dramatic evacuation of E-
thiopian Jews.
And several congressional
sources also expressed the
fear that friction over set-
tlements could put the issue
of east Jerusalem back on
the negotiating table if and
when the peace process ac-
tually gets started.
But Mr. Baker's attack
quickly squelched those con-
cerns. As a result of the sec-
retary's outburst, some pro-
Israel activists on Capitol
Hill are quietly arguing that
their ability to affect events
in Jerusalem is diminished
—and their precious political
capital is being squandered
fending off attacks on poli-
cies they abhor.
"There are many sup-
porters of Israel in Congress
who believe that Israel's set-
tlements policies are flat-out
wrong," said a Democratic
legislator.
"We continue to try to use
whatever influence we have
with the government in
Jerusalem to let them know
how genuinely dangerous
this issue is. But Mr. Baker's
comments put us into a
defensive mode, along with
the rest of the Jewish com-
munity. His comments were
so patently unfair that even
those of us who dislike the
policies of Mr. Sharon and
his colleagues are forced into
a defensive silence."
That theme — the un-
fairness of singling out the
settlements issue as the sin-
gle greatest obstacle to peace
—emerged as a dominant
one for Israel's defenders.
"The only thing that can
explain this kind of bias,"
said Rep. Chuck Schumer, a
New York Democrat, "is
that he comes into the pro-
cess with a chip on his
shoulder against Israel."
There is an uneasy sense
here that the secretary's
heated testimony was in-
dicative of something many
pro-Israel activists had
hoped was a thing of the past
— Mr. Baker's visceral
dislike of the Likud govern-
ment.
The bottom line is that pro-
Israel activists with very
different agendas regard Mr.
Baker's outburst as a set-
back to the peace process
and possibly a symptom of
some deep strains in the
U.S.-Israel relationship. ❑
