Restraint
Was Risk,
Says Levy

Jerusalem (JPFS) — Israel
took an enormous risk by not
attacking Iraq early in the
Gulf crisis, Foreign Minister
David Levy told the Euro-
pean Parliament in
Strasbourg recently.
"I want you to know it —
in this Gulf crisis, Israel is
taking upon itself a danger
which no responsible
government in the world
would have taken," he said.
Contrasting tensions in
the Middle East with the
treaty signed in Paris which
finally ended the Cold War
between East and West, Mr.
Levy said war could be
prevented only through a
display of strength.
He criticized Europeans,
saying they were lining up
to grovel at Saddam Hus-
sein's feet in order to obtain
the release of their nationals
held hostage as human
shields against a Western
attack.
Meanwhile, UN Secretary-
General Javier Perez de
Cuellar informed Levy dur-
ing a Nov. 19 meeting in
Paris that he has accepted
the Israeli proposal for
dispatching a personal en-
voy to Israel, Aliza Goren, a
spokeswoman for Mr. Levy
said.

Jubran has offered to absorb
Soviet immigrants in Jish,
his small, predominantly
Christian-Arab village near
here.
The local council chairman
said that his aim was to en-
courage coexistence and
counter extremist trends
among Jews and Arabs.
Meetings between the two
groups to talk about coex-
istence were insufficient; ac-
tions were needed, he said.
He noted that his own and
neighboring Jewish and
Arab settlements had set an
example of coexistence over
the years.
"It is inconceivable that,
after 42 years, since the es-
tablishment of the State,
Jews and Arabs should now
live in fear of each other be-
cause of one incident or an-
other," Mr. Jubran said.
Housing and employment
provisions would have to be
made before his village, with
a population of over 2,000,
could absorb any
newcomers, he said.
