Moreover, having largely
discounted the nuclear doc-
trine as a viable option in
regional conflicts, the super-
powers are now focusing more
attention on conventional
weapons. .
This, too, highlights the
need for reliable strategic
allies which can provide air
cover for superpower ground
forces, as well as facilities for
logistics, the pre-positioning
of men and equipment, and
the repair of conventional
combat materiel.
Over the past 10 years,
strategic cooperation between
Israel and the United States
has dramatically transcended
these bounds.
In addition to a basic level
of cooperation, such as the
prepositioning of equipment
in Israel and port visits by
Sixth Fleet vessels, Israel and
the United States are now in-
volved in the joint develop-
ment of weapons systems,
particularly the Arrow anti-
missile, joint military exer-
cises and intelligence-
sharing.
Nor is this cooperation one-
sided. Despite the much-
vaunted breakthrough in
superpower cooperation,
observers note that last year
the Soviet Union undertook a
massive expansion of its
naval facilities at the Syian
port of Tartas.
"In an era of superpower
arms control on the continent
of Europe, the Mediterranean
may have rising importance,"
says Gold. "I would say that
the strategic importance of
Israel should be increasing in
the future."
He also believes that the
Middle East will remain a
theater of superpower com-
petition, and that "so long as
the rivalry continues, the im-
portance of strategic coopera-
tion will continue."
The big question, however,
is whether the elements of
strategic cooperation, put in
place by the Reagan ad-
ministration, are so entrench-
ed and institutionalized that
they cannot be undone by a
Bush administration that is
dissatisfied with Israel's per-
formance in other fields.
Shamir may indeed be in
for some tough talking when
he visits Washington next
month.
United States officials will
no doubt reiterate their pro-
found unease with the conti-
nuing, deteriorating situation
in the occupied territories
and with Israel's flat rejection
of territorial compromise. ❑
