subtle signs of im-
patience with Israel
during Foreign Minister
Moshe Arens' visit to
America this week.
Several members of the
Senate Foreign Relations
Committee told Arens that
while Congressional support
for Israel remains solid, it was
becoming more difficult to
make Israel's case regarding
the Palestinian problem with
the American public. Opinion
polls indicate some erosion of
support for Israel since the
beginning of the intifada in
December, 1987.
The senators told Arens
that Israel should seize the
opportunity, in preparation
for Prime Minister Yitzhak
Shamir's visit to Washington
in early April, to advance
some kind of positive peace
proposal rather than appear-
ing negative and defensive in
light of the Palestine Libera-
tion Organization's recent
initiatives.
In addition, Secretary of
State James Baker suggested
to a Congressional committee
that Israel might eventually
have to negotiate directly
with the PLO, if no other
Palestinians can be found for
peace talks on the territories.
This marked a break with
past U.S. policy, which has
supported Israel's refusal to
negotiate with the PLO and
talk only to "legitimate"
Palestinian spokesmen.
Arens reacted by rejecting
any dealings with the PLO,
which he said was responsible
for "some of the worst
atrocities the world has seen
since World War II."
Baker was cautious in his
remarks to the Congressional
panel. When asked whether
it was part of American policy
to promote negotiations bet-
ween Israel and the PLO,
Baker said, "it is an element
of our policy to promote direct
negotiations which can be
meaningful between Israelis
and Palestinians. Now, if you
can't have direct negotiations
that are meaningful, that do
not involve negotiations with
the PLO, we would then have
to see negotiations between
Israelis and representatives
of the PLO. It may be that you
can have meaningful negotia-
tions that do not involve the
PLO. Our policy — let me
state it one more time — is
simply that we think there
needs to be direct negotia-
tions which are meaningful .

While the United States
seemed to heighten the
stature of the PLO as a possi-
ble negotiating partner,
Arens was condemning the
group and arguing that the
United States should break
off its talks with PLO of-
ficials. He said such talks are
"counterproductive" and give
"a sense of legitimacy" to an
organization "actively engag-
ed in terrorism at the present
time."
In his meetings with senior
officials of the Bush ad-
ministration, Arens was
given U.S. views on how to
break the Israeli-Palestinian
deadlock. The United States
is calling on both sides to take
"small steps" in the West
Bank to improve the at-
mosphere and lay the founda-
tions for some kind of
settlement.
The United States reported-
ly is asking Israel to cease
deportations and release a
number of Palestinians now
being held on charges stemm-
ing from participation in the
intifada. Washington
reportedly will ask the PLO
to do all it can to bring an end
to the intifada.
