he timing of its re-
lease is generating
almost as much con-
troversy as the charges it
contains.
"Old Nazis, the New Right
and the Reagan Administra-
tion," Russ Bellant's report
on the alleged infiltration of
the National Republican
Heritage Groups Council by
an emigre network of former
Nazis and Nazi sym-
pathizers, was published one
month before the presiden-
tial election.
"Pretty coincidental that
it came out now, isn't it?"
one Bush spokesman said.
Yet Bellant, a freelance
writer in Detroit, said this
week that the report has
nothing to do with the
election.
"I am absolutely confident
that Dukakis and the
Democratic National Com-
mittee didn't even know
about this until they read
about it in the papers," he
said.
A story about the Bellant
report appeared recently in
The Boston Globe.
Spokesmen for the Bush
campaign said the report
contains false allegations
and declined further
comment.
Bellant said he began the
report in 1983 as an in-
vestigation into the
American Security Council,
a conservative think tank
that focuses on foreign
policy, military and in-
telligence issues.
He started his research at
libraries in the Detroit area,
studying individuals,
organizations and political
history. He also attended
meetings of alleged anti-
Semitic groups cited in his
report, including the 1985
and 1986 conventions of the
Republican Heritage
Groups Council.
He paid for all research,
Bellant said.
Bellant said he gave the
completed "Old Nazis"
report to the Political
Research Associates for
publication in 1986. After
revisions, it was ready last
February.
Publication was postponed
because the publishers
wanted to verify every foot-
note in the report which
postponed the publication of
"Old Nazis" to last month.
Political
Research

Associates in Cambridge,
Mass., which published the
Bellant report, is a research
institute that collects and
disseminates information on
right-wing political groups
and trends.
Chip Berlet, a research
associate with the institute,
said that the group is fund-
ed primarily through in-
dividual contributions and
that it is independent.
The Anti-Defamation
League of B'nai B'rith con-
firmed that the organization
is not affiliated with either
the Democratic or
Republican Party.

Associates was formerly
Midwest Research in
Chicago, where it was
located for six years. In

long relationship
with Russ Bellant
and we've found
him to be entirely
credible."

Chicago, the group in-
vestigated anti-Semitism in
the farm belt, the activities
of Lyndon LaRouche, and
the Nazi and Ku Klux Klan
networks in Chicago, Berlet
said.
LaRouche, the head of an
extremist political group
and a former presidential
candidate, lost a civil law
suit against Midwest
Research in Chicago and the
ADL, Berlet said.
Berlet said that Bellant,
one of about 15 individuals
who writes for Political
Research Associates, has "a
reputation as being
scrupulous."
"We've had a long rela-
tionship with Russ Bellant
and we've found him to be
entirely credible," added
Lynora Williams, executive
director of the Atlanta-based
Center for Democratic
Renewal, a national clear-
inghouse that counters
bigoted violence and hate-
group activity.
Bellant's study is the se-
cond "topical report"
published by the Political
Research Associates. The
group also has published
reports on topics including
"The Religious Right and
Israel" and "American
Foreign Policy and South
Africa."
