Congress held in
Jerusalem in December was a
dismal failure, locked in
political antagonisms,
endless debates and inability
even to deal with the hun-
dreds of resolutions which
had been submitted for its
consideration.
Others believe that while
the sessions themselves were
a disappointment, certain ac-
tions were taken which will
inevitably have a decisive ef-
fect not only on the organiza-
tion, but also on Zionist
philosophy and theories in a
period of rapidly moving
events.
One such action, following
closely on the heels of the con-
gress, was the selection of an

Rabbi Richard Hirsch:
Zionist legislator.
Hirsch, as chairman of what
used to be called the Zionist
Actions Committee, or the
Vaad Hapoel Hatzioni, and is
now known as the Zionist
General Council. This is pro-
bably the highest active posi-
tion in the WZO to which an
American has ever been
elected. Furthermore, Hirsch
is a Reform rabbi, and not
even Rabbi Abba Hillel Silver
in his heyday ever rose that
high in world Zionism. Yet
Hirsch is not one of those
American Zionists who come
to Israel from time to time to
attend meetings. Since 1972
he has been resident in
Jerusalem, where he serves
as executive director of the
World Union for Progressive
Judaism.
One must pick his way
carefully through the in-
tricacies of the Zionist
organizational structure, but
if Chairman Simcha Dinitz
heads the administrative
