safely be said that Hirsch
heads the legislative branch.
The council, composed of 199
members, is the supreme
body of the organization bet-
ween congresses, and takes
decisions which can not wait
for the congress.
Hirsch concedes that the
Zionist Organization has lost
its once positive image, but
believes that there is still
need for an instrumentality
governing the relationship
between Israel and the Jews
of the Diaspora. For all its
flaws, he says, the WZO is
still the only democratically
elected body of its kind in the
Jewish world.
He is aware of the her-
culean problems which must
be faced. For one thing, there
are still those hundreds of
resolutions which the con-
gress had referred to the
General Council.
He sees two fundamental
issues facing the movement.
One is the place of religion in
the state. What should be the
Jewish dimension of a Jewish
state? He finds it incongruous
that a decision with regard to
who is a Jew should be taken
by the Knesset, in which
seven non-Jews participate,
and in a tight vote it is their
view which could tilt the
balance. This is an issue for
Israel alone, he states firmly.
The second major issue is
with regard to the security of
Israel, and since the state is
for the entire Jewish people,
including those who are not
yet there, Jews of the
Diaspora must also have an
input on such matters.
As for the program of the
Zionist Organization, he has
a five-point agenda, and will
use all his influence and ex-
ert all his efforts to bring
these to the forefront. The
first is Jewish education, in-
tensive Jewish education, for
all Jews everywhere, in-
cluding the Israel experience
as part of the program.
Second is aliyah, promoting,
encouraging and assisting
Jews in the Diaspora to make
their homes in Israel-.
Heretofore, this aspect of
Zionism had never received
top priority.
Third is hityashvut, to
enable the full integration of
the immigrants into the life of
the country.
Fourth is what he calls
tikun olam, the promotion of
a society here based on the
highest values of morality
and ethics.
And finally, hasbarah, the
dissemination of news and in-
formation about Israel and
Zionism throughout the
world, to earn goodwill and
support for the state.
