up in conference to work out
differences between the
House and Senate versions —
and one of the key conferees
will be Rep. Obey, who has cir-
culated a 13 page memo
among his colleagues attack-
ing the proposed legislation.
Supporters of the Inouye-
Kasten proposal suggest that
it's the best option available,
given stiff Administration
resistance to debt restructur-
ing. Opponents cite budge-
tary considerations and the
possible public-relations
damage to Israel of special
concessions during a period of
sharp budget cuts.
An Unusual Move
Chic Hecht, the embattled
senator from Nevada who has
angered Jewish groups over
the years, has received
another blow from the pro-
Israel community.
Hecht, who is Jewish, has
been criticizes-for his strong
opposition to the "yarmulke
bill" and the Genocide Trea-
ty, and for not taking a stand
against weapons sales to
Arab countries.
In a highly unusual move,
nine senators have signed a
letter to more than 75 pro-
Israel Political Action Com-
mittees. In the letter, the
senators urge the PACs to
support Gov. Dick Bryan,
Hecht's opponent in his
uphill battle for reelection.
The letter, which originated
with Sen. Carl Levin (D-MI),
was signed by Sens. Allen
Cranston, Howard Metzen-
baum, Daniel Inouye, Joseph
Biden, George Mitchell, Ed-
ward Kennedy, and Daniel
Moynihan. In its opening
paragraph, the senators refer
to the unusual nature of their
plea. "This may be the first
time you received a letter
from nine U.S. Senators," the
letter begins. "The fact is,
this is the first time that the
nine of us, Senators with a
total of 137 years of seniority,
have joined in an- effort like
this. It would take something
or someone pretty special to
bring us together. Dick Bryan
is that special."
The letter emphasizes
Bryan's strong statements on
Jewish issues — and that
Bryan, unlike Hecht, sup-
ports the right of U.S. ser-
vicemen to wear religious
apparel with their uniforms.
Also included in the mail-
ing was a Fund for Freedom
evaluation of candidates up
for reelection in 1988. On a
series of 13 issues singled out
as especially important to the
Jewish community, Hecht
