Relations with the U.S.
There is concern for the close
and friendly ties between
Washington and Jerusalem
in the aftermath of the crises
growing out of the Pollard af-
fair and the dispute over the
production of the Lavi.
Water. The unusually
heavy rains last winter have
for the moment obscured the
long-range dangers facing the
country in this regard. Yet
there are no basic solutions in
sight, and Israel is still living
hand to mouth with its water
resources.
Highway Accidents. Safe-
ty campaigns, road im-
provements, driver education,
more police patrols — none
have succeeded in cutting
back the terrible annual toll
of dead and wounded as
Israelis behind the wheels of
their cars kill and maim each
other by the many hundreds
each year.
Threat From Syria has
not been dissipated. Though
all seems calm on the nor-
thern border, Israel's defense
establishment remains on the
alert for any sudden flare-up
which could endanger the
peace. Nearby Lebanon re-
mains a dangerous
powder-keg.
Yerida. The drain of man-
power out of the country con-
tinues. Israelis still leave the
country, looking for the pot of
gold in the U.S., though more
and more they cross, en route,
with other returning and
disappointed Israelis who
have found that the grass is
really greener at home.
— Relations with the
U.S.S.R. The visit of a Soviet
consular delegation in Israel,
and conversations elsewhere
with Soviet officials, seem to
indicate cracks in the hither-
to rigid anti-Israel stance of
the Russians. Carefully and
diplomatically cultivated,
these trends can yet lead to a
reopening of some channels
between Moscow and
Jerusalem.
