Problems Still
Facing Israel
CARL ALPERT
H
aifa — The High Holy
Days afford oppor-
tunity for the in-
dividual Israeli to take per-
sonal spiritual stock, and for
the nation as a whole to give
thought to the issues and pro-
blems which face it — and in
some cases, divide it. There
are a dozen major problems
which, in my opinion, will
face the country during the
coming 12 months. Some of
these items appear on my list
annually, but circumstances
affect their relative
placement.
The Economic Situation.
Runaway inflation has been
arrested, but the real problem
now is to hold the line and
keep the national budget
under control despite all the
presssures from special in-
terest groups — labor, in-
dustry, agriculture, educa-
tion, defense, welfare, each
with its justifiable demands
for more money. To yield may
mean to forfeit all the gains
made thus far.
Religious-Secular Con-
frontation. Extremism on
the one side has provoked acts
of extremism on the other, as
the situation continues to
heat up. The unsolved ques-
tion as to "Who is a Jew?" can
also seriously affect relations
between Israel and the
greater Diaspora, where the
majority of Jews are not
Orthodox.
National Elections. As the
term of the national unity
government runs out, the two
major parties prepare to com-
pete for public support, with
all the accompanying
sharpening of political an-
tagonisms. Will there be a
swing to the left or to the
right, or will there again be
a deadlocked stalemate in the
relative strength of the two
major blocs?
Terrorist Activity. Unrest
in Judea, Samaria and Gaza
has been sporadic and scat-
tered, but it continues to take
its toll both of Jews and of
moderate Arabs. Will a
strong hand repress the
violence? Will Arab modera-
tion be terrorized into silence
and acquiescence in the ways
of the extremists?
Peace Talks. The call for
an international conference
on peace in the Middle East,
with Russian participation
and discussions with Jordan,
has been pushed further
down the list this year as be-
ing less likely, but the subject
remains on the agenda.
Immigration. Israel still
