`Emigration
Improving'

Jerusalem (JTA) — "One of
the two conditions Foreign
Minister Shimon Peres has
set for Soviet participation in
the Middle East peace process
is being fulfilled — that re-
quiring significant improve-
ment in the treatment of
Soviet Jews, particularly in
the matter of emigration,"
highly placed government
sources said Sept. 15.
The other condition is
reestablishment of diplomatic
relations Moscow broke with
Israel during the 1967 Six-
Day War.
With respect to Jewish
emigration, Absorption
Minister Yaacov Tsur told a
Haifa audience that there
was no denying the change
that has taken place in Soviet
exit policy. He noted that
5,000 Jews have been allow-
ed to leave the USSR so far
this year. "But this is not the
dramatic change we are hop-
ing for," he said.

Learning Gap
In Israel Grows

Tel Aviv (JTA) — The educa-
tion gap between Ashkenazi
and Sephardi Jews in Israel
has widened in recent years
and Sephardim even lag
behind Israeli Arabs in
academic degrees, according
to a survey by Dr. Yaakov
Nahon of the Jerusalem In-
stitute for Israel Studies,
published Sept. 16.
Nahon found that only 6.1
percent of Sephardi Jews bet-
ween the ages of 30 and 35
have attended institutions of
higher learning compared to
28.3 percent of Ashkenazi
Jews in the same age bracket.
Among young Arabs, 8.8 per-
cent hold bachelor degrees as
opposed to 6.1 percent of
Sephardic Jews.
According to Nahon, the
gap is narrower for the older
generation, where 2.7 percent
of Sephardim had an
academic background com-
pared to 10.7 percent of
Ashkenazim.

Shamir Meets
With Romanian

Jerusalem (JTA) — Premier
Yitzhak Shamir met briefly
Sept. 15 with Romanian
special envoy Constantin
Mitea, an aide to president
Nicolae Ceausescu. They held
a longer meeting Sept. 14. No
information was released, but
observers in Jerusalem see no
diplomatic breakthrough.
