ADL Booklet Calls U.S. Aid
for Israel a Defense Bargain

NEW YORK—American
economic and military sup-
port of Israel has been an
excellent investment for
United States security and
strategic interests, accord-
ing to an analysis of the na-
tion's Middle East aid pro-
gram issued by the Anti-
Defamation League of Bnai
Brith.
The analysis, a 24-page
brochure entitled "U.S. Aid
to the Middle East: A Look
Back, A Loo _ k Ahead," con-
tains tables charting the ex-:
tent of American aid to the
Jewish state since 1948 as
compared with what the
Arab countries have re-
ceived since 1946 and
assesses the program's im-
pact upon Middle East and
American and Western
interests.
The analysis points out
that because of its strategic
value, "U.S. grants and
loans to Israel are better
understood in the perspec-
tive of the American de-
fense budget than in terms
of the foreign aid program
in which they are placed."
The following are cited
as examples of how the
United States has bene-
fited from the "courage,
expertise and sacrifice of
the people and army of
Israel":
• Israel has for years been
America's main and only
ally in fighting and defeat-
ing such surrogates of the-
Soviet Union as Syria and
the Palestine Liberation
Organization;
• Israel's performance in
the recent war in Lebanon
using American weapons
against Soviet weaponry
has had an incalculable im-
pact on perceptions of U.S.
and Western military
strength;
• Israeli intelligence
about international ter-
rorism and Soviet penetra-
tion provides invaluable in-
formation to the United
States.
The Alliance between
the two democracies
takes on added signifi-
cance, according to the
ADL's evaluation, "in an
era when Persian Gulf oil
has enormous strategic
importance, when the
Soviet Union has gained
regional footholds in Af-
ghanistan, South Yemen
and in Ethiopia, and at a

goes on to say, "the $1.4 bil-
lion of military assistance
in 1981 is very much a bar-
gain."
Noting that Arab prop-
agandists have mounted a
strong campaign to curtail
American aid to Israel, the
ADL asserts that any de-
crease of support would be
counterproductive, "the
equivalent of shooting one-
self in the foot."

Beirut newspaper Al Be-
iruk claims that U.S.
President Ronald Reagan.
told Morocco's King Hus-
sein recently that PLO chief
Yasir Arafat's unkempt at-
tire and beard, in addition
to serious political consid-
erations, was one reason
why Reagan did not wish to
meet Arafat.
On hearing this, Arafat
reportedly said that he
would come to Reagan in a
smoking jacket if Reagan
helped Arafat create a
Palestinian state.

JERUSALEM (ZINS) —
Israeli President Yitzhak
Navon cautioned Israelis
during a television inter-
view to not exaggerate Is-
rael's position in the world.
He said Israel is neither
world power nor so small as
-to induce despail.
He said there are 3.3 mil-
lion Jewish Israelis, includ- •
ing one million in school,
300,000 retired and 200,000
illerate. He said this means
there are 1.5 million outside
the "power matrix" and
there is no cause for believ-
ing that 3.3 million Jews
constitute a force with un-
limited power.
