The analysis, a 24-page brochure entitled "U.S. Aid to the Middle East: A Look Back, A Loo _ k Ahead," con- tains tables charting the ex-: tent of American aid to the Jewish state since 1948 as compared with what the Arab countries have re- ceived since 1946 and assesses the program's im- pact upon Middle East and American and Western interests. The analysis points out that because of its strategic value, "U.S. grants and loans to Israel are better understood in the perspec- tive of the American de- fense budget than in terms of the foreign aid program in which they are placed." The following are cited as examples of how the United States has bene- fited from the "courage, expertise and sacrifice of the people and army of Israel": • Israel has for years been America's main and only ally in fighting and defeat- ing such surrogates of the- Soviet Union as Syria and the Palestine Liberation Organization; • Israel's performance in the recent war in Lebanon using American weapons against Soviet weaponry has had an incalculable im- pact on perceptions of U.S. and Western military strength; • Israeli intelligence about international ter- rorism and Soviet penetra- tion provides invaluable in- formation to the United States.
