Begin Expects Withdrawal of All Troops from Lebanon

JERUSALEM (JTA) —
Prime Minister Menahem
Begin told U.S. diplomats
Wednesday that in his view
a withdrawal of all foreign
forces from Lebanon could
be accomplished "within a
time-span not exceeding a
few weeks. Begin made the

statement following a noon-
time meeting Wednesday
with U.S. Special Envoy
Morris Draper. Draper flew
to the region Tuesday to
embark on the next stage of
U.S. mediation in Lebanon:
securing the withdrawal of
remaining Syrian, PLO and

Israeli forces from that
country.
Begin's hopeful state-
ment contrasted sharply
with the general mood of
shock, uncertainty and dis-
tress that descended on
Jerusalem with the news
that President-elect Bashir

Gemayel had been killed in
the bomb blast that de-
stroyed his Phalange party
headquarters in Beirut on
Tuesday. Israeli officials
said the assassination
"changes the situation —
but it is too early for an in-
formed assessment of the
present situation in Leba-
non, or of what the future is
likely to bring."
Draper told Israelis that
he had been instructed to
proceed with redoubled
vigor to help work out a
negotiated withdrawal of
foreign forces from Leba-
non.
Draper met first with
Foreign Minister Shamir
and then with Begin in
Jerusalem. Meanwhile, IDF
troops pressed ahead to take
over . key positions in west
Beirut. The U.S. diplomat
was reportedly told by the
Israeli leaders that Israel's
military movements were to
"ensure quiet" and to "avoid
any untoward develop :-
ments."
Israeli officials said after
the meetings that there
would be ongoing close
cooperation between the
U.S. and Israel in the wake
of this latest tragic turn of
events in Lebanon.
Draper flew to Beirut for
talks with political leaders
there and to attend
Gemayel's funeral Wednes-
day afternoon. He was due
to proceed on to Damascus
before returning to Beirut
where he will set up his
main headquarters for the
negotiations that he prop-
oses to conduct.
Israeli officials said they
hoped to receive from
Draper in the next day or so
his own reports and im-
pressions on the situation in
Lebanon following the as-
sassination. The officials
said Begin had also urged
Draper to press the Syrians
for information on Israeli
prisoners they are holding.
The Israeli officials
said Ambassador Philip
Habib, who led the U.S.
diplomatic effort to
mediate the Beirut with-
drawal, was still very
much involved in the
Lebanon crisis. He had
been due here next week
to attend Gemayel's in-
auguration, and now it
was not known precisely
when he would come.
While Draper would run
the effort on a day-to-day
basis, the Israelis are ex-
pecting direct input from
Habib too.

BGU to Honor
Alexander Haig

JERUDALEM (JTA) —
Former Secretary of State
Alexander Haig will receive
an honorary doctorage of
philosophy from the Ben-
Gurion University of the
Negev at Beersheva on Nov.
22.
He will come to Israel a
few days before the award
ceremony and hold private
talks with Premier Begin
and other top leaders. The
university is honoring Haig
"as a gesture of appreciation
for his devoted friendship to
Israel."
