THE "EMERGENCY FUND": Now that Israel has
smashed the military machine of the terrorist Palestine
Liberation Organization and made the towns and villages
in the Galilee safe from PLO terrorism and rocket fire,
American Jewish leadership is embarking energetically on
an urgent project to raise an emergency fund of $200 mil-
lion for Israel to enable the normal functioning there of
humanitarian and cultural services which the government
cannot support financially because of the cost of the Leba-
non campaign.

Nobody can say exactly how much the operation in
Lebanon will cost Israel. It is estimated the cost has
reached about $3 billion to date. This will affect the restora-
tion of pre-war life in Israel. Significant cuts will, of neces-
sity, be made in government support for social welfare,
education and health programs.
The people of Israel will pay, in additional taxes, about
$1.5 billion of the cost of the war. They cannot now bear the
financial weight of the services fOr social welfare institu-
tions, including even services for the aged and handi-
capped. The government is also not in a position to contrib-
ute $75 million a year for the maintenance of the five
universities in the country, and will be unable to subsidize
other educational programs.

COMMUNITY REACTION: Top leaders of the
United Jewish Appeal, the Council of Jewish Federations
and the American Joint Distribution Committee are
actively engaged in seeking to obtain successful results for
the Emergency Fund campaign, and they are optimistic.
Already, 16 large Jewish communities have adopted
the Emergency Fund campaign. The New York Federation
has approved a $50 million goal for the fund and has ad-
vanced $25 million in cash to Israel for humanitarian
needs. The communities in Cleveland, Chicago and Los
Angeles have each contributed $1 million to the campaign
from their endowment funds which are used outside of
regular allocations. Detroit, Baltimore and Pittsburgh
have similarly followed with special large contributions to
the Emergency Fund from their endowment funds.
The president and executive vice presidents of UJA,
CJF and JDC, together with other top leaders, have made a
special trip to Israel and also visited Lebanon to assess the
situation. Upon their return to the United States they lost
no time in initiating personal 'visits to communities in a
number of cities to stimulate their participation in the
Emergency Fund. In five days they visited six cities with
good results. They established that the American Jewish
community is 'firmly united — not divided — on the impor-
tance of aiding Israel to maintain the quality of its
humanitarian and cultural programs.
More than 30 communities in the larger cities and 55
smaller communities are now sending missions to Israel to
study on the spot the consequences of the war. The UJA is
seeing to it that missions to Israel should proceed every
week.

AN IMPRESSIVE PROGRAM: One of the highest
points in the mobilization of aid to Israel for humanitarian
and cultural needs will be a three-day "Hineni" conference
in New York of contributors giving $1 million or more to
the United Jewish Appeal. "Hineni" means in Hebrew "We
Are Here."
This will be the first national UJA meeting of $1
million-minimum contributors. It will take place Sept.
12-14 and is expected to be addressed by Secretary Of State
George Shultz and other -high-ranking American per-
sonalities. At a gala dinner, the rioted Jewish leader and
philanthropist Jack Weiler will be honored for his consis-
tent leadership for three decades and for his dedication to
Jewish humanitarian causes in this country, Israel and the
world over.
A week after the "Hineni" conference, teams of more
than 40 top Israeli leaders will arrive here for a four-day
"fly-in" visit. They will include members of the Cabinet and
Knesset, generals, industrial leaders and other per-
sonalities. During their four-day visit they will make a
"sweep" into 70 cities for face-to-face solicitation
encounters with prospects for increases to the UJA of
major magnitude within all major gift categories. Some of
them will he visiting two or three cities a day. They will be
transported from place to place on private planes owned by
affluent American Jews.
There will be other impressive UJA programs in the
campaign to secure breakthrough increases. They will
come to an end at a two-day conference in Washington on
Nov. 17-18, exclusively for contributors of $50,000-and-
over.
