Bolivian Official Turns Down
Extradition for War Criminal
LA PAZ, Bolivia (JTA) —
Chancellor Augustin
Saavedra has allowed a
West German extradition
request for the notorious
azi war criminal Klaus
arbie, known as "The
utcher of Lyons," to pass to
he jurisdiction of the civi--
ian judiciary, a move that
would enable the former
gestapo commander to
avoid being prosecuted for
his war-time activities.
By declining to intervene
at a ministerial level,
Saavedra has virtually as-
sured the same fate for
Germany's extradition re-
quest as that encountered
y a French claim 10 years
go. In 1972, France pressed
or the extraditiOn of Bar-
ie, whom it twice con-
emned to death in absentia
or war crimes committed
gainst French Jews and
esistance members,
through normal Bolivian
judicial channels.
In a drawn out series of
legal maneuvers instituted
by Barbie's lawyers, France
had to first prove that he
was the same person as
Klaus Altman, the assumed
name by which the former
Nazi was known and under
which he had illegally ac-
quired Bolivian citizenship.
Once this hurdle was
cleared the case moved
slowly through the lower
courts until 'it finally
reached the Bolivian Sup-
reme Court in 1974. The
Supreme Court denied the
request, due to the lack pf an
extradition treaty between
the two nations. 'Sub-
sequent French appeals to
then acting-President Gen.
Hugo Banzer to reverse the
ruling were turned down by
the military strongman.

State Fair Cites Sculptor
Oak Park sculptor Henry
Friedman has won -second
place in the Michigan State
Fair fine arts competition's
professional category.
His sculpture, "The
Dream of Jacob," is approx-
imately 31/2-feet tall and is
made of brass, bronze, cop-
per and aluminum.
Friedman says the
sculpture represents
Jacob's ladder to heaven as
well as God giving the land
of Israel to the Children of
Israel.
He spent 71/2 months
creating the sculpture
after he argued with per-
sons. who claimed the
Jews stole the land of Is-
rael from the Arabs.
The sculpture is being
exhibited at the State Fair's
Community Arts Building
through Monday.
