ployment for all groups.
Another comment
criticized the impact of
the Small Business Ad-
ministration's purported
policy of granting 85 per-
cent of SBA loans to
minorities and 15 percent
to all othe applicants
similarly unable to get
conventional bank
financing. Klutznick said
that "if the allocation
process is discriminat-
ory, it should be
changed."
In response to a request
from Menahem Shayovich,
Coordinating Council
president, Klutznick said he
would be willing to set up a
meeting with SBA head,
Vernon Weaver, to discuss
the matter. He stressed that
his position was that "appli-
cations should be taken on
the basis of qualifications
and need."

Jewish tradition requires
that the dead be buried as
soon as possible and it is in-
teresting to note that the
rabbis trace this practice
back to the burial of an exe-
cuted criminal in the Bible.
One who has been hanged
"shall not remain on the
tree overnight but you shall
bury him on that same day"
(Deuteronomy 21:23). This
indicates that even a person
who has been executed for a
crime shall be buried as

COLLEGE PARK, Md.-
Contending that the United
States has gotten itself "into
a real box" that is "begin-
ning to affect national secu-
rity," Dr. Stephen Bryen,
executive director of the
Jewish Institute for Na-
tional Security Affairs,
called on the .nation to act
soon to implement "what-
'ever solutions we arrive
upon together."
Dr. Bryen was the keyn-
ote speaker at a national
conference on energy educa-
tion for a select group of
some 125 staff members and
students of the Bnai Brith
Hillel Foundations.
The three-day meeting,
held at the University of
Maryland, opened a year-
long project to educate stu-
dents, faculty and adminis-
tration on energy on college
campuses in the United
States. The project is co-
sponsored by Hillel and the
Zionist Organization of
America.
The conference focused on
the importance for America
to reduce its dependence on
imported oil and to develop
alternative sources of
energy. The conference also
focused on Jewish values
and their relationship to
energy questions and an-
swers.

It is quite as much of a
trade to make a book, as to
make a clock. It requires
more than mere genius to be
an author.
