sentatives at the annual conventip of the Zionist
Organization of America, in Washington. Under the
presidency of Sidney Silverman, marked gains in
membership rated the Detroit District among the
leaders in the nation. National membership chairman
Isaac Oberman, right, is shown making the award
presentation to Detroiters Louis Panush, left, and Sil-
verman. Special recognition was accorded the Detroit
District for public affairs, scholarships and other
Zionist functions that kept the local movement among
the leaders nationally.
Political Effects of Inflation

NEW YORK — Israel's
troubled economy and the
political effects of triple-
digit inflation rate on the
Begin government were the
subject of a recent Wall
Street Journal article by
Jonathan Spivak. Spivak
said, in part:
"As with other issues,
most Israelis split on politi-
cal lines over just what are
the causes of inflation.
Labor Party adherents in-
sist the ruling Likud Party's
large spending increases
and budget_ deficits are at
fault. But Likud Party
economists charge that de-
cades of mismanagement by
previous Labor govern-
ments are to blame — in-
cluding subsidies and ex-
change rate manipulations
which long concealed the
actual inflation rate.
" The truth is that infla-
tion doesn't have much to do
with either Labor or Likud
policies,' insists one gov-
ernment expert. 'It is a
structural problem.' Talks
with business executives
and government officials
support this view and reveal
how deeply entrenched in-
flation is.
"Some Israeli officials
believe there is a simple
solution: a powerful dose
of adversity. This would
include a freeze on real
wage increases, re-
ductions in private and
public consumption, cuts.
in government spending,
increased taxes, a bal-
anced budget and lower
standards of living for
everyone.
"So far, however, triple-
digit inflation has seemed
far less painful to most Is-
raelis than this corrective.
So the search for other solu-
tions goes on."

Dr. Eliezer ben Rafael, a
sociology professor at Tel
Aviv University, says Israel
is closing the ethnic gap be-
tween Ashkenazic and
Sephardic Jews.
He said the 20 percent of
Israeli marriages today
cross ethnic lines and 17
percent of university stu-
dents in Israel are now
Sephardim (up from six per-
cent in the 1960s)..
