MONTREAL (JTA) —
Yitzhak Mayer, head of the
Israeli delegation to the
23rd General Assembly of
the International Civil
Aviation Organization
(ICAO), sharply criticized
that body last week for giv-
ing a platform to a Palestine
Liberation Organization of-
ficial with observer status.
"My government consid-
ers the very attendance of
the so-called PLO as illegal
and as contrary to the foun-
dations on which the ICAO
is based," said Mayer, who

"WHAT'S JEWISH
ABOUT JEWISH HUMOR?"
ALAN GOULD
Shaarey Zedek
Sun., Oct. 12
8:00 P.M.
in Montreal.
He was referring to a
two-page statement read by
O.H. Murad, a PLO aviation
specialist at the ICAO
forum, in which he called for
Israel's "suspension" from
the organization. Murad,
assisted by A. Abdullah,
head of the PLO's political
department in Ottawa, said
Israel should be expelled
because it has "usurped the
rights and the land of the
Palestinians" and has "de-
clared unilaterally
Jerusalem as its eternal
capital, thus infringing the
United Nations resolu-
tions."
An ICAO spokesman
explained that the PLO
is permitted once in three
years to present a state-
ment to the members of
the assembly which is not
submitted to the debates
or to a vote of the assem-
bly." But Mayer said his
government rejected the
"contemptuous declara-
tion delivered by the
representative of the
PLO terror organization"
and drew the attention of
the general assembly to
the fact that the newly
invited observers mis-
used the platform by
endangering the very
existence of the organiza-
tion."
Mayer noted that "an
organization which has
brought about modern pi-
racy into the air and per-
fected the black art of air-
craft hijacking stands un-
abashed and unashamed in
front of air navigation offi-
cials and the innocent
passengers of all nations
whom they serve." The as-
sembly took note of both
statements but there was no
debate.

U.S. Jews' Know-How Vital
for Israel, MK Badian States
Israel is in urgent need of
American Jews' know-how,
Elyakim Gustav Badian,
Likud Liberal member of
the Israel Knesset, stated in
an address to the Detroit
Technion Society, Tuesday
evening, at the Ramada
Inn.
Declaring that aliya is
uppermost in Israel's appeal
to Diaspora Jewry, Badian
said that if it is difficult to
assure settlement of Ameri-
can Jews in Israel, then pro-
fessionals and experts in in-
dustries, should at least
volunteer a week or a month
of service in Israel.
Badian, a Technion
graduate, who is chair-
man of the Israel
Engineering Union and a
former member of the
Haifa Municipal Council,
commended the United
Jewish Appeal for intro-
ducing the Project Re-
newal tasks.
He had reservations in
the administering of Project
Renewal and declared that
those financing it, Ameri-
can Jewry, also should be
represented in putting it in
force. He said there were
shortcomings in putting
Project Renewal efforts into
effect and added that
American Jews should send
their experts to Israel to di-
rect the activities in impro-
ving the status of Oriental
Israeli Jews.
As a member of the Knes-
set labor committee, Badian
said he is prepared to assist
volunteers who wish to
come to Israel to provide the
necessary know-how for the
country.
Conceding that his party
may lose in the next election
and that Likud may be re-
placed by the Labor Party,
Badian said that ultimately
it will make no difference in
Israel's activities or status.
He added that the
Menahem Begin govern-
ment will surely retain its
role as the dominant party
at least until the end of its
elected year term of office,
November 1981.
Max Gill, field director for
Technion in the Midwestern
states, invited membership
enrollments in Technion in
opening the well-attended
meeting. Philip Slomovitz
presided. The latest Techn-
ion movie, showing a
Yemenite family and its
four daughters who are
studying in various Techn-
ion vocational departments
in Haifa, was a feature of
the program.
