Abdullah, head of the PLO's political department in Ottawa, said Israel should be expelled because it has "usurped the rights and the land of the Palestinians" and has "de- clared unilaterally Jerusalem as its eternal capital, thus infringing the United Nations resolu- tions." An ICAO spokesman explained that the PLO is permitted once in three years to present a state- ment to the members of the assembly which is not submitted to the debates or to a vote of the assem- bly." But Mayer said his government rejected the "contemptuous declara- tion delivered by the representative of the PLO terror organization" and drew the attention of the general assembly to the fact that the newly invited observers mis- used the platform by endangering the very existence of the organiza- tion." Mayer noted that "an organization which has brought about modern pi- racy into the air and per- fected the black art of air- craft hijacking stands un- abashed and unashamed in front of air navigation offi- cials and the innocent passengers of all nations whom they serve." Declaring that aliya is uppermost in Israel's appeal to Diaspora Jewry, Badian said that if it is difficult to assure settlement of Ameri- can Jews in Israel, then pro- fessionals and experts in in- dustries, should at least volunteer a week or a month of service in Israel. Badian, a Technion graduate, who is chair- man of the Israel Engineering Union and a former member of the Haifa Municipal Council, commended the United Jewish Appeal for intro- ducing the Project Re- newal tasks.
