Reagan Claims that Carter

aganda victory" to Israel's
enemies by its foul-up in the
anti-Israel resolution
adopted by the United Na-
tionals Security Council
last March 1.
Reagan made a caustic
reference to President Car-
ter and the resolution which
the President repudiated
two days after the U.S.
voted in its favor:
"An Annapolis graduate
may be at the helm of the
Ship of State but the ship
has no rudder. Critical deci-
sions_are made at times al-
most in Marx Brothers
Fashion, but who can
laugh?"
At a press conference
before the speech, Re-
agan said that he recog-
nizes an "alliance" be-
tween the U.S. and Israel
and that he would not try
to have the U.S. "dictate
or impose a settlement"
in the Arab-Israeli con-
flict.
Reagan made that state-
ment when he was asked
what lie would do to change
the American position on
policy in the Middle East
and toward Israel.

Franco-Iraqi
Uranium Deal
Hit by Knesset

JERUSALEM (JTA) —
Leading members of the
Knesset last week called for
energetic action by Israel in
the areas of diplomatic con-
tacts and appeals to world
public opinion in an effort to
prevent France from sup-
plying Iraq the wherewithal
to build atomic weapons.
A senior intelligence offi-
cial gave the Knesset
Foreign Affairs and Secu-
rity Committee an informed
assessment that, if the
Franco-Iraqi deals go
through as intended, Iraq
will be in possession of nu-
clear weapons by the middle
of the decade.
Former Premier Yitzhak
Rabin, a committee
member, called for urgent
action by Israel to persuade
France not to supply Iraq
with the enriched uranium
intended to fuel the two nu-
clear reactors already
supplied to Baghdad. Rabin
said he did not doubt an ef-
fort of this kind was already
being mounted but he
wanted more intensive at-
tempts.
