More than $2.1 million in
Israel Bonds and other Is-
rael securities were sub-
scribed to at the Cong.
Shaarey Zedek Tribute
Dinner held on behalf of
State of Israel Bonds. The
dinner, an annual event,
honored brothers Graham
A. and Joseph H. Orley, re-
cipients of the State of Israel
Bonds Heritage Awards.
The coveted awards were
presented to the Orleys by
Dr. Meir Rosenne, Israel's
ambassador to France.
Both Joseph and Graham
Orley are life long members
of the synagogue and are
active in many communal
endeavors.
Dr. Rosenne told the
dinner that "The United
Nations is detrimental to
the peace process. An in-
stitution established to help
guarantee the peace of the
world does not fulfill its
tasks. Run now• by rejec-
tionist states and the Soviet
bloc, the UN condemned the
Israel-Egypt Peace Treaty
— the first time in its his-
tory such a step was taken
against peace!"
Accusing the UN of "a
double standard in re-
gards to Israel," Rosenne
cited the UN refusal to
place UN forces in the
Sinai as "trying to sabot-
age the peace."
He said that for 32 years
Israel has been fighting a
war against terrorism and
that never — not when 22
children were killed in
Maalot nor when 12
athletes were killed in
Munich nor when 34 people
were killed on the Tel
Aviv-Haifa road nor when
the six Jews were killed in
'ebron — not at any time
.as the UN condemned PLO
attacks.
Yet the unfortunate at-
__A on the West Bank
mayors was immediately
condemned by the UN."
Rosenne declared that there
was no necessity to con-
demn Israel for these inci-
dents since the Israeli gov-
ernment is still investigat-
ing the case. "It's like a
judge sentencing someone
. . . and then saying 'Let's
hear the facts.' "
He said Israel is a
member of the UN and will
remain so, but that it would
be hoped the UN would
adopt a more positive atti-
tude in the search for peace.

On the West Bank set-
tlements, Rosenne, for
nine years the legal ad-
viser to the ministry of
foreign affairs, declared
that the settlements are
legal and a long standing
policy of the Jewish state.
"There are 95 settlements
in Judea and Samaria. Only
17 have been established by
the present government. All
others were established
prior to the peace treaty.
They are there to protect all
the citizens of Israel. If we
don't have Jews on the bor-
ders we won't have Haifa or
Tel Aviv," he said:
Others who took major
parts in the dinner program
were William M. Davidson,
general chairman; Leonard
Baron, congregation
president; David B. Herme-
lin, dinner chairman; and
Rabbi Irwin Groner, who
presented a special tribute
to the ()Heys. ,
Cantor Chaim Najman
led the anthems, accom-
panied by Leypsa Groner.
Invocation was by Rabbi
Alan Lucas and the Birkat
Hamazon was led by Cantor
Sidney Rube.
