Timerman Accuses Knesset
WHO Adopts Anti-Israel
Resolution at Swiss Session of Succumbing to Blackmail

GENEVA (JTA) — The
General Assembly of the
World Health Organization
(WHO) adopted a resolution
last week by a vote of 49-25
with 22 abstentions con-
demning Israel for its West
Bank settlements policy, its
"inhuman treatment" of de-
tained Arabs, refusal to
allow the return of "refu-
gees," and for its policies in
south Lebanon.
The entire Western bloc
voted against the resolution
and many delegates from
African countries stayed
away during the voting in

order not to have to vote for
the resolution.
It was learned that the
Arabs found it more dif-
ficult this time to convince
WHO members to vote
against Israel and to
politicize the organozation.
The big blow to the
Arab lobby was its fail-
ure to get the WHO
regional offices for the
Middle East transferred
from Alexandria, Egypt
to Amman, Jordan.

The African countries in
particular were reported as
growing tired of Arab ef-
forts to politicize WHO.

quoted Foreign Minister
Hans-Dietrich Genscher as
saying that next month the
nine member countries of
the European Economic
Community (EEC) will lay
down their precise attitude
toward the solution of the
Arab-Israeli conflict.
The move came in the
aftermath of the talks be-
tween Genscher and the
Egyptian Vice President
Hosni Mubarak. Sources
in Bonn said that
Mubarak carried a per-

President Anwar Sadat
of Egypt to Chancellor
Helmut Schmidt. •
Other elements included
in the German statement
were the need to find a solu-
tion to the problem of
Jerusalem, the desire for an
urgent solution to the con-

exist. Mubarak reportedly
briefed Genscher on the
deadlocked West Bank au-

Arabs, Jews
Scuffle in NJ

NEWARK (JTA) — A
scuffle between Palestinian
marchers and a group of
Jewish War Veterans
erupted Sunday when the
Palestinians grabbed Is-
raeli and American flags,
overpowering a blockade set
up by state police.
The march, held in North
Bergen because of its con-
centration of Palestinians,
was to mark International
Palestinian Day.
Judge Geoffrey Gaulkin
of New Jersey Superior
Court ruled last week that
North Bergen officials had
unlawfully denied the
Palestinians a parade per-
mit. About 800 Palestinians
participated in the parade.

CHECK LIST

JERUSALEM (JTA) —
Jacobo Timerman, the
former editor and publisher
of the Buenos Aires daily La
Opinion, accused the Knes-
set this week of surrender
to political blackmail" by
the Argentine government.
Timerman, who was de-
tained as a political pris-
oner in Argentina for two
years before he came to Is-
rael last year, made the
charge publicly at the open-
ing session of the 33rd con-
gress of the International
Federation of Newspaper
Publishers, which pre-
sented him with its "Golden
Pen for Freedom" award in
recognition of his suffering
in the cause of a free press."
The award ceremonies
were to have been held in
the Knesset building, but
were transferred to the
nearby Hebrew University.
A Knesset spokesman said
this was done "due to re-
quests by Argentine
Jewry."
Timerman told the 450
