in her support of Ethiopia in
the struggle across the horn
of Africa. In the kaleidos-
copic interplay of high dip-
lomacy, lesser powers like
Israel may yet hope to at-
tain a more even-handed
stance.
If the future is not with-
out a silver lining, then
neither is the present. The
talks between Israel and
Egypt continue to develop
their own dynamism. Al-
most regardless of the
legalisms involved.
Cairo is meanwhile
moving closer to the rela-
tively moderate Morocco
as both are increasingly
concerned about the in-
tervening states of Libya
and Algeria. In the
Fatimid-like battle for
the soul of Barbary, Is-
rael's interest in co-
existence with neighbor-
ing Egypt becomes
clearer.
Hostility emanating from
Israel's West Asian hinter-
lands has been blunted
somewhat by the renewed
rebellion of the much-
maligned Kurdish nations
against Shia Iran, with
events being nervously fol-
lowed by Arab Asia's Sun-
nis and Baathists. As for the
pro-PLO pressure,
President Carter had this to
say last month:
"I am against any crea-
tion of a separate Palesti-
nian state. I don't think it
would be good for the Pales-
tinians. I don't think it
would be good for Israel. I
don't think it would be good
for the Arab neighbors of
such a state."
Among the leading Mid-
dle Eastern hands, the re-
nowned Prof. Elie Kedourie
of the London School of Eco-
nomics remarked in com-
mentary: It is by no means
obvious that the Talestia-
nian dimension ; is the
`heart' of the Arab-Israel
conflict. It could, on the con-
trary, be argued that it is
the least important part of
it."
As far as Black Africa
is concerned, Israel's re-
sumption of trade union
links with Zaire has re-
newed hopes of normaliz-
ing her relations with a
number of Organization
of African Unity (OAU)
states.

of Jewish statelessness, for

hand the news about Israel
does seem a bit much, it
might on the other hand just
reduce Israel's public image
to that of a pitiful underdog.
And that, at least in the
Middle East and at the
United Nations, even may
be an advantage.
