Maccabia Games
Open in Mexico
MEXICO CITY (JTA) —
The fourth Pan-American
Maccabia Games opened in
Mexico City last week with
participants from 16 coun-
tries including the U.S. and
Canada.
The inaugural cere-
monies were attended by
ranking Mexican govern-
ment officials and sports
figures, and Israel Peled,
mayor of Ramat Gan and
president of the World Mac-
cabee Union in Israel.
For the first time in Mac-
cabia games, the competi-
tion included indoor soccer
and bridge. A parallel event
was the inauguration of a
local Jewish sports center
here attended by represen-
tatives of the countries par-
ticipating in the games.
Both events received con-
siderable attention in the
Mexican media.
In an unrelated develop-
ment, the newly elected
president of the Zionist
Organization of Mexico,
Manuel Levinsky, was in-
stalled along with the new
secretary general, Mario
Nudelstecher.

Mann Blasts State Department
SAN DIEGO, Calif (JTA)
— Theodore Mann, chair-
man of the Conference of
Presidents of Major Ameri-
can Jewish Organizations,
last week assailed State
Department spokesman
Hodding Carter for his
"moral blind spot" on Israel
and terrorism.
Mann, who addressed the
84th national conference of
the Jewish War Veterans
here, was referring to the
statement by Carter in
which he said the U.S.
"strongly condemns Israel's
air attacks up and down the
Lebanese coast on Sunday"
and added that "we had
hoped that these raids
which take such a toll in
human life will not be re-
peated." Israel said it had
hit terrorist concentrations.
Mann, in taking issue
with Carter, declared: "The
equation of Israel's attempt
to wipe out terrorism with
terrorism itself, is a moral
outrage. If Israel stopped its
raids on PLO strongholds,
the bloodshed would not
stop. The death of innocent
civilians is an inevitable
and tragic consequence of
war. But it is the PLO who
has declared war on Israeli
citizens, and only on civi-
lians since the PLO's incep-
tion 15 yeafs ago."
Mann also criticized
the United Nations and
world leaders who seek
accommodation with the
PLO. "Every time the
PLO is honored by the
UN, it is strengthened.
Every time European
leaders pay homage to
the PLO, and every time
an American Ambas-
-
sador to the UN hints that
America ought to have
ways of relating to the
PLO, the PLO is
strengthened and ter-
rorism is strengthened."
Concluding, Mann said,
"Israel, I have no doubt, will
continue to pursue its PLO
terrorists wherever they
may be, until they have
foresworn terror."

ployment in the executive
suite. The indifference of
federal agencies to this
problem is pervasive," he
said.

'Hiring Discrimination Aided
by Governmental Indifference'
NEW YORK — Religious
discrimination in the execu-
tive suite — particularly in
banking, oil, steel„ utilities,
shipping, auto manufactur-
ing, among others — is
abetted by "the conspicuous
failure" of governmental
agencies to curtail dis-
criminatory hiring prac-
tices, an official of the
Anti-Defamation League of
Bnai Brith told the Senate
Banking Committee.
Ira Gissen, ADL's na-
tional discriminations de-
partment director, also
noted that federal agencies
are indifferent to the effect
of private clubs — which
exclude from membership
certain racial and religious
groups — on executive level
employment.
The Treasury Depart-
ment's "dereliction" is
not limited to its "history
of non-enforcement in
employment
com-
pliance," Gissen said, re-
ferring to that agency's
responsibilities to dis-
criminatory clubs. He
pointed out that a 1977
Internal Revenue Service
publication specifically
states that a club will
lose its tax-exempt status
if its charter, by-laws, or
other governing instru-
ment, or any of its written
policy statements con-
