In the last 30 years the
Arab citizens of Israel have
been exposed to a modern
Israeli society which is un-
dergoing a process of rapid
and continuous develop-
ment. - This exposure
brought in its wake social
changes. "These Arabs"
said a visiting sociologist,
"represent a fertile field for
practical-oriented research
which may help other de-
veloping countries whose
populations are in a similar
stage of transition. "In gen-
eral," he added, "Israel is an
ideal plaCe for social re-

laboratory for tho-se grap-
pling with similar prob-
lems."
One of these basic prob-
lems is that of the aged, a
problem in both developing
and developed countries.
With the rise of the isolated
nuclear family, replacing
the extended family
structure which gave sup-
port to the aged, and with
the modern emphasis on
youth-oriented values,
there is, commitantly, neg-
lect of the aged.
In Israel, various social
scientists have been study-
ing the problems of the Arab
aged, especially those of the
Moslem community. They
are beginning to get a pic-
ture of what happens to a
society — and to the aged in
its midst — when it comes
face to face with the modern
world. They are beginning
to realize that the very sig-
nificant social, economic
and political processes tak-
ing place in the social sys-
tem of the Arab village also
affect the aged of these vil-
lages, too.
First of all, declining
economic opportunities
in the villages are forcing
increasingly larger num-
bers of Arab youth to
seek outside employ-
ment. More widespread
educational oppor-
tunities also stimulate
them to move farther
afield. "As a result of,
working outside the vil-
lage," reported one re-
searcher, "the youth are
more independent, less
willing to listen to the
traditional voice of
authority or bow to the
orders and commands of
their elders."
Financial independence
for the sons means that they
no longer depend on their
fathers for economic suste-
nance. In many cases, the
reverse is now true and
more of the Arab fathers are
now being forced to depend
upon their sons for support.
Exposure to mass media
in the city also has its im-
pact on the attitudes and
ideas of the young. They no
longer see the care of the el-
derly as their responsibil-
ity. Although the picture is
far from black and white
and the Arab aged are still
kept at home — and never
institutionalized — more
and more are leading lives
which have less and less
meaning.

may still take care of
their minimal physical

needs, it makes no pro-
vision for the mental
health of its elderly. The
old men sit in cafes, play
backgammon,pray and,
as more than one inves-
tigator has noted, often
look far older than their
actual age. The women
also do relatively little.
Traditionally, house-
work is done by daugh-
ters and daughters-in-
law. "From a health point
of view, as well as from
the psychological as-
pect," said one geron-
tologist, "these women
would do much better if
they used their hands
and if they made more of
a contribution to their
home."
The majority of Moslem
Arabs depend largely on
local medicine men who use
special herbs, intone special
prayers and, along with
their patients, assume a
fatalistic stance that cure is
in the hands of Allah. As a
result of this fatalism, the
life expectancy of the Mos-
lem Arabs in Israel is shor-
ter than that of the Jewish
population, • even shorter
than that of the more
sophisticated Christian
Arab population.
Similarly, poor vision and
widespread dental decay
can be traced to this un-
willingness to take advan-
tage of modern medical
facilities. There is too little
awareness of the
availability of modern med-
ical services, even those lo-
cated relatively near their
homes, or of their rights as
citizens.
Israeli authorities are
currently working in two
different directions in order
to improve the situation,
both physically and so-
cially. They are investigat-
ing the possibility of bring-
ing, medical facilities, per-
haps in the form of mobile
clinics, directly to the vil-
lages. The establishment of
geriatric day-care centers,
located within the village
structure, is another solu-
tion under consideration.

tion has declined from 2.3 in
1960, to 1.3 in 1975. A re-
port by the World Bank pre-
dicts that this number will
drop to 0.9 by the year 2000.

WEST BERLIN — Some
750 former Berlin Jews vis-
ited West Berlin in June as
part of a 10-year-old city
program to invite victims of
the Nazis to return for a
visit to the city that was
once their home.
According to the New
York Times, the annual cost
of the program exceeds $1
million and more than 8,600
former Berliners, all Jews,
have participated in the
one-week visits. Approx-
imately two-thirds of the
visitors make the trip with
all expenses paid by the
city.
