Yadin Seeks Full Disclosure
of Agranat File on '73 War

JERUSALEM (JTA) —
Deputy Premier Yigael
Yadin said that he would
seek full disclosure of the
.Agranat Commission's re-
port on the Yom. Kippur
War in order to refute a new
wave of criticism that the
report white-washed the
political leadership and
blamed the military alone
for Israel's failure to be pre-
pared.
Parts of the report were
made public in 1974, but the
bulk of it was classified for a
period of 30 years.
Yadin, who was a
member of the blue ribbon
panel under Supreme Court
Justice Shimon Agranat,
confirmed that.he has been
-in contact with other mem-
bers of the commission. He
said he wanted the Cabinet
to consider waiving the re-
strictions on publication of
the report so that the full
text can be made public • as
soon as possible.
His immediate reason,
Yadin said, was a recent
statement by Shlomo Av-
ineri, former director
.general of the Foreign
Ministry under the
Labor-led government,

who revived the white-
wash charges. Yadin also
referred to criticism con-
tained in Hanoch Bar-
Tov's biography by the
late Chief of Staff Gen.
David Elazar and a book
due to be published
shortly by Gen. (Res.) Av-
rahameAdan, a Yom Kip-
pur War commander who
was criticized by the Ag-
ranat Commission.
Yadin said that at least
two other commission
members agreed with him
that the time had come to
publicize the entire report
because much of the
classified material has ap-
peared or will appear in
book form.
Avineri's latest charges
were branded "a straight
lie" by Yadin. He told re-
porters that there are three
chapters in the published
portions of the Agranat re-
port that ."deal with the
political level. There is a
distorted image in the pub-
lic that the Agranat Com-
mission deliberately
blamed only the military-
level and this is dangerous
for the public atmosphere,"
Yadin said

WASHINGTON (JTA) —
Officials of the State De-
partment and the U.S.
Agency for International
Development (AID) told a
House Foreign Affairs sub-
committee concerned with
the Middle East that U.S.
interests in that area "in
clude the security of Israel"
and "our relationship with
key Arab countries."
Assistant Secretary of
State Harold Saunders and
Joseph Wheeler, AID's
assistant administrator,
testified at hearings on why
the U.S. is expending al-
most $3 billion in programs
for Israel and Egypt in the
fiscal year beginning next
Oct. 1.
With the U.S. earmark-
_ ing $1.785 billion in mili-
tary and economic aid to Is-
rael, and close to $1 billion
in economic assistance to
Egypt, Saunders said the

,"I cannot claim a
dollar-for-dollar correla-
tion," he told the sub-
committee headed by
Rep. Lee Hamilton (D-
Ind.). "What we're' talk-

ing about is building a re-
lationship of collabora-
tion."
Rep. Benjamin Rosenthal
(D-N.Y.) -questioned the
large amounts. of military
weaponry that is being
transferred to a monarchy
like Saudi Arabia. He said
he considered it unfortu-
nate that the U.S. should be
providing such large mili-
tary hardware to that coun-
try rather than into eco-
nomic developmental ef-
forts and encourage societal
improvement.
Saunders reported that
Saudi Arabia makes its own
determination and indi-
cated that its military es-
tablishment is relatively
small and is just beginning
to develop.
When Rosenthal ob-
served he had objected that
U.S. military sales to Saudi
Arabia last year did not re-
sult in Saudi support for
President Carter's Camp
David peace initiatives,
Saunders replied that the
U.S. still hopes to persuade
Saudi Arabia to support the
peacemaking process be-
tween the U.S., Egypt and
Israel.
