worked out, 63 percent of
the blacks and 56 percent of
the whites report the ex-
perience was "very satisfac-
tory." An additional 25 per-
cent of the blacks and 23
percent of the whites report
the busing was "partly
satisfactory." Only eight
percent of the blacks and 16
percent of the whites- say the
busing was "not satisfac-
tory."
When they volunteer why
they feel that way, both
black and white parents re-
port that "there just are no
problems, no complaints
from the children" and that
"the children learn to live
with each other." "Fighting
or trouble" is cited by no
more than eight percent of
the blacks and nine percent
of the whites.
On the key issue of
integrated housing, the
number of whites who
say they would be upset
"a little, some, or a lot" by
blacks moving into their
own neighborhoods has
dropped dramatically
since 1963, from 62 per-
cent to 39 percent today.
On the controversial U.S.
Supreme Court decision
which gave the green
light , to public housing
for blacks in the Chicago
suburbs, in only two
years' time white atti-
tudes have shifted from

40-34 percent against the
decision to 45-35 percent
in favor of that court
mandate.
The Bakke decision of the
U.S. Supreme Court turns
out to be a critical event in
changing white attitudes
toward affirmative action
programs for blacks in both
the jobs and higher educa-
tion areas. Once the concept
of "rigid quotas" is ruled
out, white conscience about
discrimination and lack of
opportunity for blacks be-
gins to surface again.
By 70-21 percent a major-
ity of whites feel that "as
long as there are no rigid
quotas, it makes sense to
give special training and
advice to women and
minorities so that they may
perform better on the job."
By a nearly identical 71-21
percent margin, whites also
agree now that "after years
of discrimination, it is only
fair to set up special pro-
grams to make sure that
women and minorities are
given every chance to have
equal opportunities in em-
ployment and education."
By. 67-17 percent, a
majority of whites favor af-
firmative action programs
for blacks in industry, and a
comparable 68-15 percent
majority favor affirmative
action programs for blacks
in higher education.

UNIFIL Soldier Caught
With Explosives in Israel

TEL AVIV (JTA) — Is-
raeli forces on Sunday ar-
rested a Senegalese soldier
of the ,United Nations
Interim Force in Lebanon
(UNIFIL) caught handing
explosives and detonators to
an Arab terrorist from the
West Bank. Both men were
arrested in Acre:
At the United Nations in
New York, Israel's Ambas-
sador Yehuda Blum lodged
a formal protest with Secre-
tary General Kurt Wal-
dheim. Waldheim ex-
pressed regret over the inci-
dent and promised to inves-
tigate the matter.
According to security
sources, the soldier confes-
sed under interrogation
that he had delivered explo-
sives and other material
from Lebanon to terrorists
in IsraeLand the West Bank
on several previous occa-
sions. It was learned that he
had been recruited by El
Fatah, the terrorist branch
of the Palestine Liberation
Organization, which offered
him money for his services.

Since 1963, there have-
been dramatic shifts in
white attitudes toward a
variety of contact situa-
tions with blacks: the
number worried about "a
black family moving in
next door to you" has
dropped from 51 percent
to 27 percent; the number
concerned about "your
child bringing a, black
child home to supper"
has gone down from 42
percent to 20 percent; the
number concerned about
a black "using the same
public restroom as you"
has gone down from 24
percent to seven percent.
Despite these significant
changes, one issue still
shows a huge gap between
blacks and whites: the area
of jobs for blacks. A substan-
tial 43 percent of all blacks
volunteer that the top prob-
lem facing them and their
families is the lack of
adequate jobs. Yet, no more
than 11 percent of all whites
say they are aware of this
problem. Whites are almost
totally absorbed with their
own inflationary troubles
and have a low conscious-
ness about black unem-
ployment.
The-National Conference
of Christians and Jews
commissioned the survey
for its 50th Anniversary.
The results were released in
